yes, the svd rail is offset. it will never be aligned because its made for a completely different gun.
the reason its there is so that the pso scope can be mounted
yes, the 10 round magazine clips through the magwell.
theres a reason why the vss on its own is not a dependency, its an example mod and the model isnt that great
