Careful about different fusions with the same fragments - they dont seem to stack!? (can someone confirm?)

Has anyone checked if the percentage gained is better in base Fragments or in Fusion Fragments?
For example: I want the best charge time but I don't care about heat generation, should I go for the regular +10 Charge Time fragment or go for the fusion Charge Time/Heat Generation ?
