I am pretty sure it is a bug, they changed the amount a while ago but never added a 12th HDD.

If it is the A3 area duty room then the poster is shown in the photo for the hint and as @William JCM mention it is the gaps in the four circles that give you the number.
In the game there are no ‘keys’ or explanations for the puzzels, you have to try different things. That is why I gave people the option of using the guide to give you the code, or give you a hint as where to look.

Assuming you're talking about the A3 area duty room one, yeah, it's poorly explained. Look at the circles, or rather the holes in them. Map them to hour positions on an analog clock.
