"You have too many saves" but you don't...

If you have seen this nasty message even when you clearly haven't reached any of the limits, then try these steps. They may not necessarily help but they won't hurt either.

The issue
So, as you know, Forza has some limits on how many stuff you can have (1000 cars, 500 liveries/tunes, etc.) But many people somehow have seen this nasty message here...

...even if they're clearly far from reaching any of those limits (you may be more prone to it once your garage exceeds 900 cars). Like, you're trying to buy parts when upgrading your car, and suddenly you see this message. Or you're painting your car and cannot save your new look because of it. It also prevents you from using the auction and maybe something else. There was actually a support ticket opened about this issue a while ago but it was never fixed, and the only way to solve it seemed to be just wiping your profile and starting anew. Eventually, I ran into this issue myself and after some experimenting I managed to work out what seems to be a solution, at least for the Steam version. Feel free to try it as the last resort.
The solution
Now, this involves manipulating your save files, so be careful.

  • Find your FH4 save file location. In your Steam folder, you should have "userdata" folder. If your Steam profile is the only one on your PC, there should be only one folder inside consisting of a few digits (like "123456789"). Go inside it and find a folder named "1293830". That is the FH4 save folder. So, the full path to it might look like this: "C:\Program Files (x86)\Steam\userdata\123456789\1293830".
  • Backup the whole "1293830" folder somewhere else. Make sure you don't lose this backup or you will lose your game progress.
  • Open FH4 game properties in Steam and disable the cloud save (may not be necessary but just in case).
  • Now, uninstall the game.
  • Now, install the game (yes, right away - I don't know what's changed here but it didn't work for me otherwise).
  • Select "Steam" -> "Go Offline" in the top menu.
  • Run the game while being in offline mode.
  • Wait until the start menu appears, then quit (don't start playing, just quit from the menu).
  • Copy your "1293830" folder from the backup into its previous location insde Steam. Overwrite the existing folder if asked. (do not delete the backup yet)
  • Go back online in Steam and bring the cloud saves back if you want to. If you're told that there's a file conflict, just choose "Local save".
  • Run the game again. This time, the error "Too many saves" should be gone, at least for a while (nothing prevents it from appearing again some time later, unfortunately). The thumbnail for your current car may be missing at first, but once you change the livery or the tune it should be restored.
