OK no it was there, but some reason it was invisible until I walked onto the store space it was on.

Looks like I'm missing the Tiara from the Ballroom, but the store doesn't have it...

Almost 100% the game on my first playthrough, if it weren't for of those damn hats, lol. So this guide was extremely helpful.

Though I must mention something that wasn't on this guide - the Woods;s tree hat, and the last hat listed for Wick land. While both require possessing buildings and trees, it didn't mention how many until the items spawn. Either that or I missed them during my first run of the game.

Apart from that, the rest of the hat collecting went smoothly. Thanks again for the guide
