In order to get this achievement, You need to drink water underwater from Bottled Water item while drowning and being on the verge of dying.

1. Get a Furnace

Ingredients:
• Stone Block x20
  
• Any Wood x4
  
• Torch x3

Crafting Station:
• Work Bench

2. Get 1 Glass

Ingredients:
• Any Sand x2

Crafting Station:
• Furnace

3. Get 2 Bottles

Ingredients:
• 1 Glass

Crafting Station:
• Furnace

4. Get Bottled Water

Ingredients:
• 1 Bottle

Crafting Station:
• Water (Water put anywhere on the ground) or Sink

Proving once again that water in this game is straight up magic honkytonk, and I do mean all water, from the mismatched elevations of your east and west seas, to the floating sky islands and possibly the entire land you are on being found up in the sky going by some of the backgrounds, to the existence and nature of slimes and the slime rain, and even the powers of the Ice Rod

I personally am quite convinced that Terraria has experienced at least two roughly simultaneous calamities and that one of them is the result of unrestricted and abusive mismanagement of water and ice magic

So having a magic ability to use the alchemy bottle to refine water into oxygen and hydrogen and dispense with the latter, well I can't really say that I'm surprised
