Comprehensive Game Guide
By Brian the Mage
This is a more step by step approach after I found myself remembering this game was gifted to me as a kid by my overeducated sister (classic, here's that hobby called gaming you like, only this one's filled with learning!). I could not resist the call to childhood. To prove to child me that I have in fact become an adult, I must beat this game.

My guide is highly highly influenced by existing guides. This is for the base game with no additional content. I now play on the unofficial patch popularized by steam user, and originator - Delnar_Ersike.

Perhaps the 5 or 10 people can read up on my effort to make myself a comprehensive easy to glance at guide for such a complex difficult to beat, difficult to learn game.

Turn 1:
Tobin Tax everywhere (muahahaha, seriously though)
Security Assistance for Russia
Protect Land, Soil, and Forests in South Asia and Latin America
Unlock as many greens as possible, then reds
Coal-Free Industry in China and India
One Child Policy in China and India
In North America, play Expand Natural Gas and Expand Oil
Renewables in China
You can't actually do all of this on Turn 1, but it's important that you get the prerequisites right away without fail, i.e.unlocking green cards before playing natural disaster defense cards :)
Turn 2:
Play early green natural disaster defense cards
Turn 4(ish):
Electric Cars in China
Early Game, Important Goals:
Play the Education card everywhere until it runs out
Play Eco-Awareness Campaign until shift to balanced or communal, then stop
Check for medicine needs if there is high sickness
Turn off the Tobin Tax before you lose support!
Place GEO HQ in Europe or Oceania (could be America, but there’s lots of other stuff to do there)
Get China into biofuel tech (2nd gen when possible)
Early Game, Important Tips:
Prevent GFC by maintaining the financial ratio of 1:1:2 (agricultural:industrial:commercial, so essentially, in an equation, you want: Agricultural + Industrial = Commercial)
Use Green and Red cards to keep everyone happy as needed
If you peak in one industry, switch focus to a different energy source
Transportation Efficiency is nice for underdeveloped regions, but not required
Research:
Japan: Energy and Robotics
Oceania: Biotech
South Asia: Information (NA can pinch hit if need be)
Europe: Materials
Mid Game Goals:
Play Cap and Trade 2040 at the earliest
If you played Cap and Trade, switch to industrial carbon regs ASAP
Ban Clathrate Exploration around 2050 or when a region discovers the technology
Ban coal around 2070-2080
Implement CCS in Europe, North America, and China
Mid Game Tips:
Use Sulphate Aerosols until you get drought warnings (or just climate change warnings)
Play Electric Transport in Europe and Japan
Biochar is good
Don't invest in renewable funding anywhere until there is sufficient tech in the area
Artificial Trees are great, but never stop funding it once you've started
Key Technologies to Acquire & Implement:
Supertensile Materials
Advanced Drilling Techniques
Solar Photovoltaic Collectors
Advanced Turbines
Super-Smart Grids
Quantum Computing/Artificial Intelligence (Boost GDP & avert GFC YOU MUST GET THESE WHEN THEY ARE AVAILABLE TRUST)
India (Oil Fix it)
If you're like me, you thought the tutorial was fun and wanted to go on to the next mini-boss of the game, Oil Fix it. What a fun a querky name! Haha, ha... ha
Oil fix it is the final boss and you should avoid it at all costs until you beat the other scenarios
There, you've been warned.

Essential Cards:
One Child Policy
Transportation Efficiency
Eco-Awareness Campaign
Education Enrollment
Let agriculture crash to free up resources
Play Famine Relief Programme on the last turn to boost HDI
Goodbye, Good luck

p.s. I know it's not comprehensive. I'm actually a noob in disguise.
