Second Part (The Fixing)

• First launch the game from Steam.
  
• Go to Task Manager by pressing one of this keys:
  
  • Ctrl+Shift+Esc or Ctrl+Alt+Delete
    
  • Then go and right click on NFS.exe and "Set affinity..."
    
  • After doing that go and unmark all of the CPU's and leave only one of them
    
  • Restart the game and its suppose to be fine :)

usually turning off Vsync fixed all of my problems. Vsync cause most of my performance problems and as for textures idk didnt noticed anything off except that the game is old for when i played it a lot back in 2018

I found some link and ı download it while game on my computer and ı dont have problem now but still it is not a correct solution

It was an option in Windows 7 if I recall correctly don't know if it works in Windows 10 tho
