1a. Download the mod. It should come with a folder named after the mod, and some more folders inside labeled "models" or "materials"
2. Extract the folder named after the mod.
3. Find VPK.exe or I recommend just downloading VPKEdit from the internet if you can't find VPK.exe inside your install of the game (idk how or where to find VPK.exe I use linux so I would just use VPKEdit)
4. Make a VPK file from the folder named after the mod using VPKEdit or VPK.exe
5. Place the VPK file inside of the folder named "custom" (or create the folder yourself) inside of the "hl2" folder
6. Run the game. (not all mods will work perfectly, this is a hack workaround to make it work, so if you do run mods, it may be imperfect, BUT, I assure you it will work like 99% of the time)

1b. If the mod downloads as a vpk, or a vpk inside a folder, skip to step 5.
