Completely Justified (Rizia DLC Achievement)

This is a short guide for getting this achievement.

Note that this is not a walkthrough of every action/decision you should take during a playthrough for it. I'm only going to highlight the critical choices you must take in order to get it. It should go without saying we need enough resources every turn in order to make some of the decisions talked in this guide, so make sure, at the very minimum, that these decisions in the guide are taken into account with whatever else you plan on doing!

Anyway, as I found out in creating this guide, this achievement is quite difficult as it requires jailing a combination of different people and signing their execution decrees towards the very end of the game. This typically wouldn’t happen during most playthroughs as executing people typically causes major problems. Having said that, there are in fact two methods of going about getting this achievement (assuming the game logic doesn't radically alter beyond the 3.0.9 patch).

Obvious Disclaimer!
Before looking at the individuals and methods, I just need to highlight that you should not abolish capital punishment via decree when that becomes an option. It should be obvious, but if we do that then we cannot perform any executions (which obviously voids the point of this achievement).
Method One: Go to war and Lose
This is the method I used (and would still recommended if not for the fact it is much easier to not keep track of resource allocations and decisions outside a key few).

  • For this method, we need to start a war with Pales and purposely lose it. It doesn't matter how Rizia goes to war, only that a war happens. As long as we don't win the second phase, it doesn't matter if Rizia succeeds for a while, only that we do not take Pales' capital city.
    Whether a war occurs because Romus decides to invade Pales, or if there's a border skirmish with some troops under certain circumstances, or the Rizian fleet clashes with Pales at the blockaded gas-fields and then we don't pay reparations (regardless of what happens at arbitration), it only matter a conflict sparks.

As for the people we need for the achievement:
  • First, Manus Sazon can be 'secretly' arrested after conversing with Hugo about Vina’s potential marriage options. Order Titus to arrest him on trumped up charges, nevermind Vina's heartbreak.
  • Second, Rico can be deposed as the Duke of Isa and arrested, however this hinges on a few factors.
    It is important to view Su Omina with suspicion after the Zille Bombing occurs. Don't agree with Rico's plan to fool Wehlen by sending some grunts to take responsibility (although I can't remember if it really matters either way). If we want, we can choose to fund Su Omina in Zille after these events without it negatively impacting anything related to getting Rico arrested later on.
    Anyway, in order to successfully arrest Rico, as this involves framing him for the bombing, it is crucial to get a 'middling' trade deal with Wehlen during Turn 5. Essentially, keep the deal slider around the middle, which should upset Smolak. Agree to negotiate a bit more and 'promise' (not really) to give Rico to Smolak. Ultimately we won't be sending him to Wehlen as we need to keep him in order to execute enough traitors, but we have to go this route as we cannot arrest him under any other circumstances.
    When prompted, get Titus to fabricate the connection to the bombing in order to arrest Rico, which we should be able to do during the University of Isa visit and speech. Sorry cuz.
  • The next person we can send to prison depends on who is ultimately implicated in the secret investigation into the death of King Valero.
    To do this, agree with Pabel during bath time to investigate his death then fund Titus’ Golden Guard to investigate the bombing. This will allow us to ask Titus to secretly investigate Valero's death. Do not fund Lucita's option.
    Later, select either Hugo or Wiseman Sal to be further investigated (again, do not consider/select Lucita - she's part of the last step). I would recommend Hugo to fully destroy the leadership of all the royal houses, but it doesn't really if it's him or Sal who gets selected.
    After sometime Titus will return with evidence of Valero's death, although he seems to think Lucita was behind it for certain reasons. Tell Titus, after he's finished complaining about stuff, to arrest Hugo/Sal anyway, never-mind who the real murderer actually was.
  • Last of all, Taddeus Azaro and Lucita Azaro can be imprisoned as a result of losing the war with Pales. After losing both phases of the war, Romus can decide to keep fighting or sue for peace (doesn't matter either way) along with whether to punish General Taddeus and Lucita or not. Have them both arrested as punishment for failing Rizia.
    While we are urged by Taddeus not to arrest his daughter, we must do so to reach the five people requirement for the achievement. Bad luck Luce.

Finally, once the five traitors have been gathered, sign the execution papers in Turn 10 and go watch their executions (the method or audience size doesn't matter). Congratulations, all five 'traitors' have been found and the achievement is yours!
Method Two: Peace and Investigations
If you prefer a perhaps less chaotic game, you may consider this second method that I wasn't aware of being able to work until the 3.0.9 patch.

  • This method involves being friendly-ish to Pales and Lespia. If the right decisions are taken doing that, then we should be able trigger certain events that will lead to the capture of certain other traitors. While this is essentially quite similar to the original method, critically it is crucial to not go to war with Pales when prompted.

As for the people we need for the achievement following this method:

  • First, Lucita Azaro can be arrested if it's discovered she is behind the border incident between Rizia and Pales. I didn't know this, but assuming we got a bad deal over the Aureus gas field, Lucita will set up a false flag event to try to get us to go to war for the field. Don't go to war and choose to meet with Duke Reinhart. Then, if we are unable to successfully convince Reinhart over what happened, he should propose an international investigation into the incident - revealing Lucita's role in it. If he doesn't propose this, simply reload from the last save which should reload the meeting with him to try again. Once the investigation concludes, arrest her and proceed with the gas field deal.
  • Second, Manus Sazon can be 'secretly' arrested after conversing with Hugo about Vina’s potential marriage options. Order Titus to arrest him on trumped up charges. Unfortunately for him he's still part of this method.
  • Third, Rico can be deposed as the Duke of Isa and arrested, but only if we aren't friendly with him and get Smolak to demand his arrest as part of the Wehlen trade deal. Read the previous method's advice for help if you need help.
  • Fourth, this next 'mystery' person can only be arrested if we follow the advice from the Mine All Mine achievement. You don't have to commit to anything past making the arrest, but you do have to follow all the steps to get this traitor for betraying the country. See the 'Decree/Resource/Economy/Military Strength Achievements' section of my below guide for all the Rizia achievements on how to do that.
  • Finally, the last person that is required can be found by successfully completing the secret investigation into the death of King Valero. Like the steps in Method One, we must empower the Golden Guard and make Titus in charge of the investigation while not choosing to investigate Lucita (as she is already rotting in prison for something else). Pick either Hugo or Sal when he asks who to further investigate (I'd go with Sal for this one to be nice to Hugo for picking him on the other method), wait until Titus gets back to us and send either one to prison.

    Again, once the five traitors have been gathered, sign the execution papers in Turn 10 and go watch the executions (method/audience doesn't matter). Congratulations, you have dealt with five 'traitors' and may have not completely plunged the country into complete chaos in the process!

Interesting, I must've forgot you can get Pabel going a certain way. It's been a while since I've jumped into the Suzerainverse so thanks for sharing that!

i realized you can go Rico, Manus, Hugo, Rusty, Pabel and still get this achievement

Yes you're actually right! The trouble was up until recently I had no idea that you could investigate Lucita for causing the Pales skirmish, so I presumed it wasn't possible to get to five without losing the war. I think this is much easier to do now as it seems Reinhart asserts himself a lot more in the new 3.0.9 patch. Having said that I'm not sure you can arrest Lucita while then going to war, but keeping the peace should result in five opportunities like you say.

There are always options on the table. Lucita in Lespia trumped AN investigation of Pales border incident, Manus and Rico in Golden Guard proactive inquiries, Sal or Hugo for regicide and Rusty for espionage. Even add Reindhart to the pile if you defeat Pales and wish to do so...
