Choose your image
When choosing an image make sure it has a transparent background, you can use sites like adobe to crop an image to make it transparent however its not completely accurate. Make sure its in a square shape so its centred.
Locating the img file for the cookie and replacing it.
The image files are located in this directory (Harddrive that has steam) \Steam\steamapps\common\Cookie Clicker\resources\app\src\img

Once you have found the place with all the images, locate the image of a cookie titled "perfectCookie" . Delete this image (alternatively you can rename it to something else that does not replicate any other image name) and paste in the image you desire into the same area.

Rename your image to "perfectCookie" so the games code recognises the image by its name. Ensure this name is correct. If you ever wish to restore the original cookie, delete the image you put in and then verify game files through steam
Finishing up
Once you have pasted in your new transparent image, renamed it to perfectCookie, and deleted the previous one. You can now close the files and enjoy your image.

also if the image appears too small then youd have to enlarge it through a photo editing software. The shadow of the cookie can make it obvious that its been replaced but unfortunately idk how to change that

true but you could always just verify files to restore it

I'd say probably don't delete it in case you ever want to change it back, just change the extension to ".old" or something like that.
