Some more tips and tricks to getting a level 25 rune
Even having read the guide by The OneAndOnlyLan the "A Mighty Doom" achievement still took a lot of time and several tries before I got it right. So this is how I finally did it.
Short version
  • Pick an Uruk with a Hate (ignore any fears)
  • Level your target to level 20 and make him warchief (do not brand him)
  • Ensure he is a revenge target
  • Brand his bodyguards
  • Make a bodyguard betray the warchief
  • Scout the location of the betrayal
  • Activate the warchiefs Hate
  • Get the warchief low on health and let bodyguards kill him
  • Pick up your rune and rejoice
More in depth
As is known the level of a rune an Uruk drops is usually his power level + any bonuses. Since an Uruk's max power level is 20 you will need +5 in bonuses. Bonuses are
  • +2 for being a warchief
  • +1 for being a revenge target
  • +1 for knowing strenght and weaknesses (ie. knowing his intel)
  • +1 for exploiting a weakness
  • +1 for activating a Hate or Fear
Unfortunately exploiting a weakness seems to only work if you deliver the killing blow, which you'll want to avoid since your target may then drop an epic rune (usually better than leveled runes but doesn't count for the achievement). If you want to ensure a leveled rune instead of an epic you'll want his bodyguards to deliver the killing blow. So you'll need to get all the other bonuses.
Pick an Uruk with a Hate
First you will want to pick an Uruk that has an easily exploited Hate. Fears are less useful since he may overcome them as he levels and also Fear makes him run away which will make it difficult to ensure his bodyguards kill him. Activating a Hate on the other hand will Enrage him which heals him to full and makes him ignore any weaknesses, but the Enrage lasts only a few seconds after which he can be killed.

Since you are picking an Uruk for his Hate you will already know his intel (+1).
Level your target to level 20 and make him warchief
Skip this if your target is already a level 20 warchief.

There are two ways an Uruk levels up, succeding events and killing you. To get him promoted in the hierarchy you can kill any of his superiors (any Uruk in the row above him) and then allow him to kill you.

At level 19 or 20 it's time to get him promoted to warchief. Now if he is a bodyguard you will need to kill his warchief's other bodyguards first and then his warchief. If he is not a bodyguard kill any warchief and the warchief's bodyguards, if you have a branded warchief and the dispatch ability then this is easy as you can simply take the warchiefs "Beck and Call" mission and then dispatch him and all his bodyguards with a single button press.

And then let your target kill you to ensure his promotion to warchief.

During all this it is important that you do not brand him. As far as I can tell branding an Uruk removes the revenge target mark. And it will also make him non-hostile when the time comes to kill him. You want him to be hostile so you can make his bodyguards kill him.
Ensure he is a revenge target
During the above step you will most likely have let him kill you at least once, which makes him a revenge target (+1), if so skip to the next step. If you have managed to get a level 20 warchief without him killing you then you need to draw him out and let him chop you to pieces, he will enjoy that.
Brand his bodyguards
If he does not have any bodyguards brand some captains and make them his bodyguard, 2 or 3 bodyguards should suffice.
Make a bodyguard betray the warchief
Grab a bodyguard and order him to betray your target.

Betrayal mission have the advantage that they usually don't take place inside a stronghold where you may be overwhelmed by Uruks. Usually they will be somewhere away from a stronghold where you can get some alone time with your warchief and his bodyguards.
Scout the location of the betrayal
Go to the location of the betrayal but do not activate the mission. Now it's time to scout the location, you know your targets intel so check out if the location allows you to exploit his Hate. If he hates being burned look for campfires or grogg barrels, if he hates caragors look for hanging meat that can attract them or caged caragors (wild caragors may disappear when the mission is started so it has to be caged ones), etc. Use your wraith-vision to check for these things.

Ofcourse if your warchief hates burning and is not immune to ranged you can use fire arrows so won't need to scout the location, but if he is immune to ranged he will also be immune to your fire arrows, so scout.

If there is nothing around to activate his Hate, go grab another of his bodyguards for another betrayal location, since you did not start the mission there is no penalty for this.
Activate the warchief's Hate
Ok, you have found a good location where the warchiefs hate can be exploited. Then it's time to start the mission. You will want to exploit his Hate as soon as possible, immidiately if you can. No need to get him to low health only to have him heal to full when activating his Hate. If he spawns near something that can trigger his hate, congrats, if not you may need to draw his attention and lure him near it. Then set him on fire, attract caragors, drop morgai flies on him, whatever.
Get the warchief low on health and let bodyguards kill him
Once the Enrage wears off (only takes a couple of seconds) it's time to let him know how you feel about that time (or times) when he chopped you to pieces, violence is a good way to express yourself. But do not kill him, once he gets to 1/3-1/4 health back off, let his bodyguards finish him off to ensure a leveled rune and not an epic one.
Pick up your rune and rejoice
If you did things the way I just described you should get

level 20 because of Uruks level
  • +2 for being a warchief
  • +1 for being a revenge target
  • +1 for knowing strenght and weaknesses
  • +1 for activating a Hate or Fear
  • non-epic since you didn't deliver the killing blow
Totaling a level 25 rune.

I had a new captain who had a stealth kill weakness and a fear of caragors. But for some reason when I stealth killed him, depsite the fact that I used his fear in a previous event, it did not give me a level 32 rune, instead, a level 31 rune.

Other things to note, branding a captain DOES NOT remove revenge target or death threat status (or any other status for that matter), you can kill them and their rune will reflect all things that they would have represented if not branded. This was actually the way I got my first level 31 rune.

Level 32 is the maximum rune level as I am aware:

- Captain Level (25)
- Warchief (2)
- Intel (1)
- Weakness (1)
- Fear/Hate (1)
- Death Threat (1)
- Revenge (1)

25 + 2 + 1 + 1 + 1 + 1 + 1 = 32

However, I've only gotten two level 31's and no level 32's.
The issue is that it's rare to have a warchief with a weakness in Test of the Ring, in fact, you need to push the entire stack up (kill a warchief, let a captain take its place, kill the new warchief, etc etc) until there's enough space for a level 2 (then immediately after promotion, level 18) captain to exist.

Once you've got all the epic runes (as I have) I find it very useful to death threat.
Also, now that I dont have to rely upon other entities to kill the captains, the exploit a weakness is now accessible.

Btw, if you play the Test of the Ring challenge all the warchiefs and most bodyguards are lvl 25, that means that you can get lvl 25 runes just for killing them, with no extra work required.

There's even a new achievement of this that requires you to obtain a level 30 rune.

Be careful using death threats Erdogan and Hawk, it increases the chances of an epic dropping, which carries no level, thus potentially voiding the achievement if an epic drops as a result of the death threat

And what if you add a death threat to all of this? And like skip the weakness.. Will it give me a higher level rune than I'm hoping for?

if you have one at level 15 would sending him a death threat be a valid way of boosting him up closer to 20+ or do you need to keep getting killed?

problem im having: i try to activate his hate of cargors, but even though i scout location and make sure theres a caged caragor, it always dissapears. so cant activate hate. what do i do?

Now the fight. (IMPORTANT make sure not to kill him like the guide above) kill your targets lesser uruk then trigger your guys making this a one vs abunch. roam around your target and STUN ONLY if possable. and when he dies you should have a lvl 26 rune above.
That should make life a little bit better for you. it maybe possable to make your target trigger his hate(i have not done that yet) to get lvl 27 runes.
