To the folks to are having problems and new to configuration on PC this might help with this game especially with the i9's RTX 40xx cards try my fix.
Can't guarantee this will work for you but go ahead and try.

Leaving the city at either gate I do hit stutter. Even tho the game is installed on an NVMe.

Below is what I run on and you may have or be close to the same hardware.

Samsung G9 LS57C
Gigabyte Z790 Pro X
Intel i9-14900KF
Corsair Dominator Titanium 128 GB 6600 - OC - 6800
x 4 Samsung 2 TB 990 Pro NVMe
Gigabyte AERO OC RTX 4090
EVGA supernova 1600W P+

Down below are my config's.

My game settings

Display -

Resolution - 5120x1440 [32:9] - your's will vary. Select the top option.
Display Mode - Full Screen Window
Framerate Cap - Off

Graphics -

Quality Presets - Best Quality
Render Scale - 100%
Sharpness - 110%
Motion Blur - Off
Framerate Independent Motion Blur - Off
Dynamic Resolution Scaling - Off

BIOs - **Pre-built users may vary**
*make sure it's updated from your Manufacturer website to insure stability*

Enable Resizeable Bar. It should be on the front page. If not look into your PCI-e settings. - makes the entirety of the graphics frame buffer accessible to the CPU at once.
Enable XMP 1 or 2. I use 2 - that boosts my RAM 6600MHZ to 6800MHZ.

Nvidia Control Panel -

Adjust image settings with preview - select Use the advanced 3D image settings. Click apply.
Manage 3D settings. Below is what I changed
*Use at your own risk as you may run into graphical errors*

Antisotropic filtering - 16x - the 40xx's love this -
Power Management - Prefer maximum performance.
Preferred refresh rate - Highest available
Shader Cache size - Unlimited.
Vertical sync - off

Inside windows 11 Pro -

Windows Icon or Start if you will > Settings > Gaming > Game Mode > Graphics > Browse> Serach where you installed No Rest for the Wicked. Open that folder up and select the .exe. You should now see the games .exe on the list. Click on NoRestForTheWicked tab > it will open up where it's installed with Options and Remove. Click on Options and select High Performance > Save. *Do this with all your games!*

Right click start > Device Manager > Software devices - Right click Microsoft Device Association Root Enumerator - select disable.
Control Panel > System and Security > Power Options.
You may or may not have this. When I first ran Win 11 I didn't have this option. but if you do select High Performance.

If you don't see High performance option and only seeing Optimized/ Balance.
Open up search type in CMD. **Make sure you run as administrator**
In the command window you want to type in powercfg -restoredefaultscheme and hit enter.
You might have to restart and run windows as admin as well. if you don't see any changes.
If you don't see the High Performance option click on show additional plans.
Pre-bult manufacturers do like to lock this out to "power save"
