Yugoslavia Guide - Stay Neutral and Get Aid from Both Sides (3.0.7)

This guide describes the little-known method to get aid from both CSP and ATO while playing as a democratic socialist. It will also include winning the war with maintained military spending.

The strategy involves taking ATO aid while swinging in the opposite direction ideologically. By making up for the ATO aid with enough Malenyevism, you can convince Valgsland to ally you and introduce you to the CSP.

Prologue

Join Red Youth. Remember to be nice to Alphonso after he wins the vote (campaign for the party, advise him to step down). You can be Sollist up until then and still get a good deal later.

Promise reform.

Plans for Reform

It is unclear whether you can use this strategy while playing a dictator run, which is why we will go reform. You have freedom to decide the specifics of it.

Diplomatic Orientation

We will take the (-1) deal with Agnolia. (Optional)
We will take full Bear Trap with Wehlen if we want to win the war by staying neutral and maintaining military funding.
We will later get an alliance with Valgsland as well.
We will not be getting a deal with Lespia.

Make sure to be diplomatic in response to Rumburg, as usual.

Military Reforms

As we are maintaining military funding, it will remain best to take all of Iosef's suggestions for military reforms. Modernize the army by shrinking it and remove conscription. Do not transfer gendarmerie to the Ministry of Interior.

Opening Moves (Turns 1-4)

It is important that we ban the Young Sords.

Visit affected towns in person.

The following are my preferred budgetary decisions for this guide. However, only what is in bold is necessary to get aid from both ATO and CSP.

To avoid the superpower trade war, we must have at least -7 budget at the education privatization decision meeting right before deciding on Gruni investment.

Superpowers Offer Aid

Accept ATO aid.

From here on out, you have more freedom, but make sure you are staying communist. Use a fair amount of communist rhetoric (not in front of Iosef or Judge Edmonds) and pursue at least partial nationalization.

Add socialism to USP manifesto as a bonus (by announcing it at cabinet meeting following successful reform).

If you form the SSP, you have the opportunity to arrest both the oligarchs at the nationalization meeting if you nationalize them both. Do not nationalize both if you are not coming after them with the police, as this will cause capital flight. (Bonus - you can arrest Mikhail Aven after he gets mad at you for nationalizing in the meeting beforehand. This makes Edith Agnoc, who pledges to cooperate with you, the leader of oligarchs).

Negotiations with Valgsland

If you've played your cards right, Hegel will greet you as a comrade and will have no qualms about you taking ATO aid.

Ally with him, ask him about Malenyev and accept his offer to put in a good word for you.

Both Superpowers Offer Aid

If you have taken ATO aid while impressing Hegel, you should now get aid offers from both superpowers.

You will get separate events with CSP offering agricultural aid and ATO offering military industry. You can now take both at the same time!

Remaining Economic Decisions

Second megaproject: I recommend the Morna Port for its synergy with Valgsland and Lorren investment.

Industrial Expansion: Automotive industry synergies better with Lorren/Morna. Because ATO gave you military industry, you won't have the option to invest it.

Winning the War

Remember to stay diplomatic during the interview and at the AN. Address Rumburg during your speech by revealing evidence of weapons and nuclear facilities. They will later be sanctioned.

Here is it where it gets complicated. With a smaller modernized military, you will have the strength to do Iosef's pincer strategy with the support of your allies. Make sure Valgsland supports you in Agnolia - don't have them open a second front.

But you don't have the strength to rush the capital after that. Trust me, I've tried every combination.

Now, you need to take Dome and settle in. With a good economy and your ATO military industry, you will be set for this kind of war of attrition. Have Wehlen support your flanks while Valgsland helps you take Dome.

Conclusion

Congratulations - you have defeated Rumburg, taken some territories, and established a people's government in its remnants. You have (probably) crushed the power of the oligarchs and built an economy that works for the people, while also democratizing the country. You are the Hegel of Sordland. But you have also stayed neutral, building local alliances and playing the superpowers into both investing in your country.

How many malenyev opinion points exactly is needed to pass the check (ie, as seen in save file)?

This guide is not 100% correct. You don't have to pass stimulus checks, just collect enough commy points to surpass arcasian aid in hegel's opinion. Which,imho, is total BS especially when you lower taxes to get your economy blooming -.-

I did something and Valgsland didn't want the alliance. I had to issue the 'Free Prescription Medicine' decree. Cool trick, I didn't know the decrees affected that. I suppose this will also work with Removal of central bank in dictator runs

After some testing, you can do this strategy as a dictator. I got strongest powers as Malenyevist and got support from both Arcasia and Cortana. Great guide btw.

- You can't full OBT in articles 6&7 run. It cancels the meeting with WPB despite the high bluds opinion
- I was able to get an alliance with Vagsland without relief act, but I'm usually a die-hard malenyevist so
