Not sure if it would work that way around (you'd probably have to make the inner one first) unless you got these two to capacity before you try, I suppose. Hmmm.

It's actually 2 towns as it they reach their limit but it was quite simple to set up. I actually just smoothed an area and hit it with a tonne of meteors, really the polar opposite of the ordered stuff. Will post that tomorrow from the PC(on iPad at the mo).
