I don't know how but for me Cross Light didn't count :( :( i have it but steam says im not ;(;(

same issues as everyone else here - have 15/16 unlocked on steam despite having all available blueprints in inventory

i have also collected all 16 but steam says 15/16, same with notes 49/50 on steam but in game 50/50

@yume- try placing one of your sticks from your inventory and then picking up a new stick lying on the ground. This will update the inventory for the game and the achievement should be unlocked

Seems that the achievement is bugged. I found 16 ingame but Steam only shows 15/16. Endnight, this is so annoying.
