Counter Strike 1.6 arctic skin as Louis

from the arctic avengers of the CS 1.6, here comes this skin as Louis

Includes:

- arctic model (that seems some buggy about the character using a weapon
- first person model (for some reason this has also some bugs but they are only about some fingers)
- game huds

i am about to enter to school so probably this is like the last mod that takes less time to do probably
(in the files they are some grammarly issues only because i forgot the word was "arctic" and not "artic" but anyways enjoy)
