Hmmm... dunno, I still got the achievement and access to goodies later on, after I handed off the railgun tank I think? Making sure that there were no survivors left could have helped :P What was the earliest in your campaign that you became best friends with toaster fans (pun intended) though?
As for step 27 and your take on it: I recall constantly launching the cutscene (and having everyone teleported to the gate, then being told to back off) when approaching the gate unless being declared hostile already, but I didn't test it that extensively, so yeah, I guess that could work, maybe even better than my approach. I might try it when replaying.
