Madam Chiyo Kogawa (fl. 1890) taught Flying at Hogwarts School of Witchcraft and Wizardry in the late 19th century.

During her youth, Chiyo attended school at Mahoutokoro. She and her best friend Asuka trained together to try-out for the Toyohashi Tengu. However, she did not realise her friend was very nervous that they'd both fail which caused a bad experience in her try-outs for the Tengu, an event that taught her a lesson about honour and trust, traits she valued immensely. Her try-outs went amazingly after she unknowingly drank Felix Felicis in her tea, made by her friend Asuka, who was anxious about not making the team. After finding this out, she decided to withdraw from the try-outs without revealing Asuka had cheated as well. She was training to be a Keeper.

Chiyo eventually worked for the Japanese Ministry of Magic. At one point before her tenure at Hogwarts, she worked with Matilda Weasley in Yokohama, a time described as "eventful". Matilda recruited her to work at Hogwarts where she taught Flying class.
During the 1890–1891 school year, she gave a refresher class to fifth-years which included a new student. She implied that Everett Clopton in particular needed to relearn how to fly on a broomstick safely. She later gave the new student two tasks to improve their flying skills and help them learn new spells. The first was to pop balloons she had placed around Hogsmeade station and the Hogwarts Quidditch pitch, after which she taught them the Freezing Spell. The second was to try flying near Keenbridge Tower along the water south of Hogwarts, and then around the spires in the southwest, after which she taught them the Slowing Charm.

When she encountered who she believed to be Headmaster Phineas Nigellus Black (actually the new student in disguise using Polyjuice Potion), she asked them to reconsider the decision of banning Quidditch throughout the school year, citing that many students had been injured during previous games. When they rejected, she found it difficult to accept and told them she had a good mind to write to the Department of Magical Games and Sports about it. The student, due to who they really were, offered to help her with it.
In the Art and Making of Hogwarts Legacy notes Kogawa to be a Slytherin, but at the same time states that she attended Mahoutokoro, rather than Hogwarts. Kogawa was a strict teacher who adhered to the rules. She used a tone of voice that could be construed as yelling as she had to use the voice to shout across the Quidditch pitch. Despite having a strict and harsh exterior, she did show a softer side when students showed an aptitude towards flying or dedication to Quidditch. After berating and disciplining Everett Clopton and the new fifth-year for their unsanctioned flight around school, she complimented the fifth-year for their good flying skills afterwards.

Her defining trait was her complete dedication to Quidditch and broom flying in general. When Phineas Nigellus Black cancelled Quidditch during the 1890–1891 school year, Kogawa was implied to constantly pester him and his house-elf Scrope on reinstating it.

Kogawa also valued hard work and honesty. When she found out she was fed Felix Felicis during the tryouts for the Toyohashi Tengu, she voluntarily stepped down from the team, feeling it wasn't her own skill that won the tryouts. She did, however, not force her values on others, as she did not tell the team about Asuka's part in the debacle. According to her, Asuka's fate was her own to decide.
