Following this guide will allow you to play this game on windows with some unsupported graphic cards, tested with a GTX 660 TI.

That said...
Installing DXVK
Download this file[github.com] from github.
This is the last version of DXVK that supports the GTX 660 TI.

Extract the files (with 7zip or your preferred program) and copy dxgi.dll and d3d11.dll from x64 to CCFF7R/Binaries/Win64 inside the game folder.
Disabling unsupported effects
Open %LocalAppData%\Local\CCFF7R\Saved\Config\WindowsNoEditor\ in file manager and edit Engine.ini, adding at the end of the file:

This will disable some game effects, allowing you to play on the unsupported card using DXVK.
Some of these changes might be optional, but most seem to crash the game at some point.
That's it
You should be now able to play.
I haven't tested the entire game, and it will probably crash at some point, but at least you can play.
