I'm not the one who created these methods nor do I claim to be. The following guide is going to be a summary of u/Delmona's Event Manipulation Guide on Reddit. If you wish to have a deeper understanding of the systems, I suggest giving that guide a read.

The most complete town events guide[fogu.com] is mentioned later on in the process explanation but I'm linking this here in case anyone misses it as the guide itself is wordy. This guide[www.neoseeker.com] also helps as well for some events that may not be in the first one

Timing Events
The game seems to try to spawn an event once a week (not always but usually), the way to approximate the rough time when an event will next happen is to take the last event day and move forward a week.

For Example:
If your last event was on the 11th of Fall, the next event SHOULD happen on within a few days after the 18th of Fall. If your town event day falls on a Festival, the event day will be pushed to the next non-festival day.

How to Manipulate Events
If you're aiming to spawn town events, it's highly recommended to wake up and talk to everyone in town for a while (saving the night before each day) and check for any active town events (Town Events option on your diary). Once a town event has been triggered, you can then reload the night before and start the manipulation process.

The fastest method for reloading the game on PC (that I know of) is to go to your diary and press the button that corresponds to return to title (XBOX Back button for controller).

IF YOU DON'T HAVE THE PARTICIPANTS AT 7FP+ JUST USE THE TOWN EVENT GUIDE TO SEE WHERE THE EVENT STARTS AND CHECK THAT WAY EVERY TIME YOU RELOAD
There's sadly no real efficient method to narrow down the town event spawns without having friends

The process is as follows (7FP Required):
  1. Invite the NPCs that are involved in the town event that you want to spawn
  2. Do your daily chores and sleep before 20:00 (SAVE BEFORE SLEEPING)
  3. If the party member leaves, it means that they're involved in a Town Event
  4. Talk to everyone (or the person specifically needed for the event) and confirm if you got the right one
  5. Repeat from step 1 till you get the event you're looking for

For Example:
To purposefully spawn "Memories" (event required for Arc 3), you can invite Amber and Dylas to the party (the first major participants of the event). If you sleep and both of them leave, you can confidently guess that memories may have started and proceed with checking if it did spawn.

The best way to check if a specific event has spawned without talking to everyone is to check the first event inside of the town event. This guide is the most complete guide for town events[fogu.com] that is known at the moment, just check the name of the guide you want and see step 1 for it and do it to check if the event spawned (you may need to wait around till 8:00 first though as some events may not start until certain times).

In this example's case: the fastest way to check if the event spawned is to go to the flower shop (step 1) to see if Amber and Dylas left to start memories.
Closing Thoughts
Not an elegant process by any means but it will save you from a lot of aggravation and annoyance at getting the wrong events. Considering the fact that Romance related events don't have any priority over every other event type in this entry and you can spend up to 3 years trying to get the events required for marriage.

special does have priority for romance events? the OG rf4 didn't, but it was part of the fixes of special, however if you have 2 romance events that can trigger then i don't believe they would have priority over the other and would be chosen at random, in which case this would still work.
