Both men have one goal: To screw over Rumburg. Watch in amazement of how two nations, from east to south Merkorpa, crush Rumburg.

The Merkorpan Union Guide will be two parts. Part 1 covers choices and dialogue in Sordland save. Part 2 covers decree choices and the special ability of skipping events through bugs.

Tips
  • Be Patient: Both Rayne and Romus grew up witnessing war, started families, and got to power by the age of 50. They learned how to read people over time.

  • Be calm Its's tempting to lash out for the goofy moments. But being funny won't gain you the support of the Alliance of Nations nor will it help your diplomacy. Both will be key to crush the hag into a pulp as her ambitions end up crashing her kingdom's economy to oblivion.
Sordland Prologue: Anton Rayne
Background: Middle Class
By far the most important start. We're going have Rayne born in Holsord where he spends his childhood having parents arguing. This will grant us enough funds to pay for Serge's children education without taking bribes or insider deals. No effect on popularity to.

Starting with 2 PW, this is your entire life savings. We're going to use this money to help Serge out. He deserves it.

Degree: Economics
Rayne wants to expand his horizons. To secure Sordland's resources and boost its economic might.

  • Born in Holsord, 1908, middle class

  • Artor S. Wisci leads a democratic protest against the Kingdom of Sordland. The Republic of Sordland is born.

  • Go to Lacheven Economics University

  • Agree with Deivid on free market

  • Luderin starts a coup against President Wisci. Wannabe dictator.

  • Protest with Students and Petr, never retreat, and stand your ground.

  • Students start joining organizations to protest the dictatorship. Join a student council

  • Meet Monica, fall in love. Support her cause.

  • Don't join any political organizations

  • Civil war begins. Stay cooped up in your room as your fellow classmates start murdering each other because their ideologies are too different.

  • Colonel Soll won the war. Vote for USP. He saved you from the torment of not doing anything about the civil war.

  • Wehlen Civil war begins, send refugees back.

  • Marry Monica. Work your way up by serving as an assistant for a MP in the Maroon Palace

  • Accept Soll's offer to become MP

  • Franc is born, sacrifice time with family to improve party position. Will make up absence after getting elected president.

  • Soll becomes authoritarian. Join internal opposition and vote for Alphonso.

  • Deana is Born. Campaign for Alphonso. Alphonso causes the Recession of 51

  • [Economy: Free Market] We're going to go for Renan welfare with Raynism characteristics. Well-funded welfare that's free for all citizens with extensive privatization of state corporations. For this run, we're going to achieve a well-oiled economy at the end.

  • [Diplomacy: Neutrality] Sordland is not a pawn of ATO military complex or a hotbed for revolutions that support the CSP. In this guide, we're not going to accept aid from both sides and not make alliances with regional powers like Lespia or Valgsland. Last thing you want Sordland to have is Rumburg and another superpower start hating on your nation.

  • [Immigration: Relaxed] Immigrants get work visas. Immigrants create businesses or find jobs. Free boost to economy.

  • [Term focus: Law and Order] Since corruption ruins so many nations, we're gonna make sure that those who want a bribe or a deal with Oligarchs/Old Guard think twice before having their hinds sent to rot in Antel Rock Prison. Rayne will be the first to create a government run by trust by their citizens instead of corruption by greedy people.

Chapter 1: Rise to Power
Turn 1
  • Have your Inauguration speech: Say hello to Serge. Welcome to Suzerian!

  • Meet Lucian and Petr: Agree to work with the reformists for constitutional amendments. As promised in your campaign promises.

  • Meet Simon, Lileas, and Gus: Follow a free-market economy as promised in your election.

  • Second meeting with Lucian: Refuse to meet with Marcel.[Corrupt acts: 0]

  • Veto Campaign Finance Bill We don't need corruption screwing up the game

  • First Megaproject: Do it ---> Electric train going to grow ED fast. [8 - 1 = 7 GB]

  • Invest into Armandine: NO

  • Megaproject: pick the L-1 railway

  • Inauguration Ball: Be nice to Monica, Franc, Deana, and Serge. Answer all reporter questions honestly (work with reformists, vetoed CFB to have other parties a fair chance). Brace for chaos. Comfort your family and crush your cigarette.

  • Emergency meeting: Discuss with your cabinet to prepare for instability in Sordland as Red Youth and Young Sords take to the streets.

Turn 2
  • Family dinner: Hug Deana. Kiss Monica. Ask Franc to give cigarettes. Your now trying to quit smoking after the Inauguration Ball. Reassure Franc that everyone is safe. Tell Monica that you'll let her know whatever danger happens to your family.

  • Meet with Nia and Lileas: Talk about removing the Special Zone in Bergia. Say that you want to get rid of crime gangs in Nargis and Agnland. Meet with Iosef and Valken, consider funding the military. Salute the generals and order them to remain calm near Rumburg's border.

  • Construction Company: pick Taurus Holding for L-1 Contract

  • Reaction to unrest: Visit affected towns in person (boosts public opinion and lowers unrest)

  • A long day in the Maroon Palace: Tusk arrives at your office. Refuse his cigar. Agree with his points on the economy. Refused his bribe to bail out businesses. Tell Livia that you did not take Tusk's bribe.

  • Economic Relief Act: Don't enact [7 GB]

  • Attend Bernard's Funeral: Let the Red Youth in (they're unarmed and only visiting to pay their respects to Circa's funeral). During the funeral, read one of his poems. End your speech with A Morgna wes core.

  • Meet with Deivid: Talk about family. When Lucian and Iosef come in, discuss trade deals with Agnolia and Wehlen (they're your trade partners with one of them as your ally). Talk about Rizia, Regional powers, and Petr being late to the meeting. In response to Rumburg closing the consolidate in Lacheven, write a diplomatic letter condemning the incident. Tell everyone to enjoy Lacheven.

  • Sign Tourism and Cultural Preservation Act [7 - 1 = 6 GB]

  • Meeting for reforms: Discuss reforms with Nia, Lucian, and Petr. Agree to limit Veto powers and have them draft the new constitution.

  • Meet with Justices: Welcome Justices. Get the intel of Richer's visit. Reject Emergency and politely ask both Hawker and Heron to leave the office.

Turn 3
  • Barbecue with Franc: Be nice. Compliment him on his cooking. Grab a beer and get ready to tell Franc about your past. Reveal everything from the civil war to the coup of 27. Tell him that you're always there to listen to him.

  • Visit to Narbel: Talk to Serge, chat about his children. Offer to fund his children's education. Enjoy the rest of the ride [2 --> 0 PW]

  • Talk to Paskal and Ciara: Agree with their plans and support Paskal's Worker Rights Act. Say that you're interested in negotiations with Alphonso and Gus in Gasom.

  • Gasom headquarters in Narbel: In the Gasom meeting, agree with Gus's plan on Gruni. Meet with Alphonso. Pick these dialogue options to have Alphonso do something right for once:
    1. "Good to see you Gus, I want to talk about what we can do to help the development here."
    2. "Gus, I'm intrigued by your vision. I'll seriously consider your proposal."
    3. "Alphonso sure knows how to make an entrance."
    4. "Gus, I get what you're saying, but isn't it high time we put people before profits? (Worker Rights Act)"
    5. "I'm here because something needs to be done about Narbel's living standards"
    6. "I understand. Support the business, and we support the economy."
    7. "A Qinali architect is an odd choice."
    8. "President Alphonso. It's nice to see what you have built from the inside."
    9. "Don't we all yearn to be rememberedand to make a meaningful contribution?"
    10. "I cannot help but emphasize with individuals who invest their utmost dedication and passion into their work."
    11. "That makes sense. Foreign investors will bring much needed capital and expertise."
    12. "If your analysis is correct, any investment would also make returns and secure further gas."
    13. "We've got the budget for it. And such a cooperation could be beneficial."
    14. "If we are to invest in Gasom, I want to make sure that the company is also committed to improving the socio-economic conditions in Narbel. (Your concession for investing in Gasom)."
    15. "I see the potential for Gasom to drive Sordland's energy independence. But we need to make sure that this is a sustainable solution."
    16. Co-invest with Rizia: It's very useful in Rizia DLC later [6 - 1 = 5 GB]
    17. "We need to address these concerns. They can jeopardize the administration."
    18. "The workers of Gasom need better housing, access to healthcare, and opportunities for education. As the leading industry there, It can't ignore its responsibility. (Now Alphonso listens to you after investing in his company)."
    19. "That's reassuring to hear. I trust that you'll follow through on these commitments."
    20. "I think we should face the crowd head on (Let the weasel run off. You've persuaded him to give workers in Gasom improved work conditions)."

  • Talk to protesters and then leave by car: Announce that negotiations have been successful with Gasom. Shake hands with Denis and Katarina. You'll get to leave peacefully and gain a huge public opinion boost. Also helps with lowering unrest.

  • Stability Order: Don't ban Red Youth or Young Sords. Banning youth organizations causes them to radicalize late-game.

  • Veto GREEN ACT. Noble bill at the wrong time. Sordland's in a recession that cannot afford to reduce economic growth over environmental recovery. [5 GB]

  • Constitution changes: Add these clauses for your reformist constitution.
    1. Limited veto with 2/3rds majority vote
    2. Remove Supreme Court vote
    3. Assembly and Supreme Court can Impeach President with majority vote from both
    4. Confidence vote
    5. 3% Threshold. Going full pluralist and calms down independents
    6. Keep Presidential Decrees (No Change)
    7. Two term limit
    8. Justices keep Immunity (No Change)
    9. Keep MOH (No Change. Will help you get support from most of the USP)
    10. No changes to articles 6 & 7. Much as I hate the amendments granting legal protections only to Sords, amendments changed at the last minute is enough to raise eyebrows.


  • Meeting on the E.P.A: Talk with Deivid, Simon, and Lileas. At the end of the meeting, change the Energy Protection Act from 20% to 49% foreign ownership as recommended by Deivid and Simon to grow Gasom's foreign investments.

  • Meet with Edith, Mikail, and Tusk: Order Salmon with salad. Drink wine. Agree that money holds real power. Talk about your family. Follow Tusk. Refuse Tusk's offer to lower taxes for large corporations. Leave by boarding Serge's car.

  • Budget meeting. FUND EVERY MINISTRY! [5 - 12 = -7 GB]
Chapter 2: A New Sordland
Turn 4
  • Worker Rights Act: SIGN [-7 - 1 = -8 GB]

  • Regional Investment: SKIP [-8 GB]

  • Law enforcement budget: Put all funds to the Ministry of Justice. Form the Anti-Corruption Police as suggested by Nia. The organization is now your trump card against corruption.

  • Walk with Monica to Capital Park: Hear out her day. Listen to her talk about her co-worker being fired for being pregnant. Reject her proposal to make a speech in Benfi. We'll support her later mid-game as taking over another politician's speech is bad manners.

  • L-1 Issues: Gus steams of how Taurus lied to them for construction costs. Ignore him and give Taurus extra money to finish on time [-8 - 1 = -9 GB]

  • Tax changes: Raise taxes for large corporations [-9 + 2 = -7 GB]

  • Visiting school in Leiren: Meet the principal. Let the girl speak. Demand that changes be made immediately. Leave Soll’ portrait alone. Exit with Lucian.

  • Meeting about education: Reform education as recommended by Ciara. Keep education state-owned. [-7 GB]

  • Trade war check: PASS -7/-7 GB

  • Gruni Plan: Mechanize Existing Farms [-7 -1 = -8 GB]

  • Meet with Gloria Tory: She accepts your constitution and even tolerates a 3% threshold if you don't touch justice immunity and MOH. She'll bring the conservative USP wing to support your constitution but will back off if you privatize healthcare or majority/fully of SSC. Thank her and leave.

  • Play Chess with Lucian: Accept. Win the chess match by:
    1. Pick White
    2. Go aggressive
    3. King's Gambit
    4. Push the Pawn
    5. Unleash the Rook
    6. Initiate Rizian Fork
    7. Exploit the back rank
    8. Decoy the Queen
    9. You win the match. Thank Lucian and leave.

  • Meet with Alvin: He compliments you for signing the Worker Rights Act but has problems with your decree powers. Do not compromise on any of his points. Offer him VP. End the meeting. [Corrupt acts: 1] Talk to the Assembly about how undemocratic the old constitution is. Talk about democracy. Ask for their votes.


    Turn 5
    • Trade war avoided at -6 GB because Gruni Investment happened after the education meeting.

    • Reject both aid offers. Sordland can develop on its own [-8 GB]

    • Veto Religious Harmony Bill

    • Immigration meeting: Agree to keep Immigration relaxed. Helps with Agnolia deal.

    • Petr party: Take some time off work but refuse Gus's cigar. Talk to Alphonso and Petr.

    • Benfi Festival: Apologize to Monica. Stay silent until this text shows up “You know what? My wife is absolutely right” followed by “But we'll take up her concerns at a later time. Please finish your speech”.

    • Home with Monica: Wipe her tears away and tell her that you'll support her women rights movement.

    • Meet with Karl: Have the ACP investigate the Oligarchs.

    • Meet with Iosef and Valken: Listen to their plans for the military. Go with Iosef's idea of buying better equipment for the Sordish Armed Forces at the expense of cutting military forces in half. Not much can be done with regular military budget.

    • Visit to Agnolia: Shake hands, give Maartin Sordish steel blade as a gift, and drink. Be polite to him. Negotiate cheap steel deal by recognizing Heljiland as Agnolians. Enter into a military alliance. This can be done by rejecting the new trade deal until you ask Hoorten if there isn't any way for the existing deal to remain.

    • Visit to Wehlen: Salute soldiers, comment on statue as well done. Pay the vendor. Don't smoke. Smolak offers you to join his military operation. Negotiate oil trade by rejecting his first offer. He then gives you a second offer to just close the borders. Accept that offer. Wehlen becomes a trade partner for Sordland.

    • Speech on constitution reforms: Talk about the Assembly being overshadowed. Propose a new democratic constitution. Focus on unity. Embrace the future. Share a poem. When MPs get rowdy, leave the assembly.

    Turn 6
    • Meet with Iosef: Order him to not be harsh on refugees. Abolish conscription and Salute both generals. Now the military is smaller with limited modernization

    • Budget increased from Wehlen Oil trade [-8 + 2 = -6 budget]

    • L-1 Grand opening: Give Simon credit, ride with anyone you want. Electric train all the way!

    • Economy briefing: Listen to the effects of trade deals with Agnolia and Wehlen. People are still pessimistic. L-1 is carrying Lacheven and Holsord and gives nearby regions extra ED.

    • Second Megaproject: SKIP (L-1 alone will carry Sordland out of the recession)

    • Meeting about the Speical Zone: Hear out Nia and Lileas concerns. Bron is abusing his authority to relocate Bluds out of their homes as part of his segregation policy. Talk about how to revoke the Special Zone. Go with Lileas's plan to Abolish the Special Zone.

    • Veto Central Bank Reinforcement Act. [-6 GB]

    • Healthcare meeting Upgrade rural treatment with better medical equipment and additional staff. Keep healthcare state-owned [-6 GB]

    • Talk with Richer: Listen to his concerns and acknowledge that the USP has treated the PFJP unfairly. Talk about his trip to Arcasia. Tell him that you trust him for rejecting Dwight's offer. He agrees to support your constitution after seeing how radical the reforms are.

    • Reforms to education meeting: Build more schools in rural areas.

    • Education curriculum: Ban creationism and enforce evolutionary education in Sordland's schools. All students will get quality education under your term.

    • Gasom shares: Keep the shares to avoid destablizing energy prices from selling 2/3rds shares

    • Victory Parade: Listen to everyone’s opinions on the Ersen v. Sordland case. Don't sign Kesaro's bill that bans Bludish language. It sucks. Tell them that you're working on revoking Bergia's special zone status. After hearing out everyone's opinions on Ersen vs. Sordland case, go with the NFP speech to call out on the Supreme Court that to Blud's are Sords. This will force Hawker to find Bron guilty of abusing his position as govenor to relocate Bluds.
Chapter 3: Victims of Change
Turn 7
  • Call from Marcel: Say that we shouldn't be enemies. Don't get involved in Oligarch affairs.

  • Company plan: Kibener screwed you over by having a NFP MP replace governor Bron. Tell Lucian about Marcel's phone call. Pursue privatization of companies.

  • Privatization meeting: Sell minority share of SSC (make sure to keep it majority state-owned or the conservatives will back out their votes) and fully privatize Nedam to keep some USP conservative support. [-3 + 3 = -3 GB]

  • Veto Unified Education Language Act

  • Meeting with Marcel and Tusk: Reject bribes and demands. Let others fight for shares of Nedam.

  • Assembly vote: Take Serge's Gift. Go down the stairs to meet MPs. Kibener is angry. Say you hope for the best. You bump into Leke. He is pleased to support yo to get the 3% thresold passed in the assembly and votes yes. When Soll arrives, tell Lucian that we need to make people vote NOW. Go to Gloria and ask her to speed up the voting process. Leave Soll alone after the vote. Constitution passes with Conservatives + Reformists + PFJP! Address Soll and prepare for the Supreme Court vote.

  • Meet with Petr and Lucian: Say that you'll talk to the justices. Accept Richer's proposal for an alliance with the USP.

  • Rumburg Whistleblower: grant asylum. (REQUIRED)

  • Go to the movies with your family: Answer the reporter's questions politely (trust justices do the right thing, knew that Soll showed up to vote). Talk to Soll in the washroom and leave.

  • Diplomatic Strategy: Refuse to trade with Lespia and maintain neutrality.

  • Going back home: Listen to Monica on how Franc did in his exams. When Franc hears the results, say that you aren't angry with him. Send him to the military academy as a cadet. Give him space to cool down.

  • Day of Descension: Ace the ceremony and take photos with the Archpriest. Confess all your worries. Follow the ceremony by grabbing the scepter on your left hand and touch the altar with your right hand. Kneel before the Archpriest. Touch the sword with your right hand. Pass the scepter to the Archpriest. Last pass the sword to a disciple. You've completed the ceremony as people cheer you outside.

  • Meeting with Justice Edmonds: Wait for her to arrive before ordering. Talk with Nia. When Edmonds arrive, shake her hand, call her Justice Edmonds, and lead her to the table. Order salad by having Edmonds pick what she wants to eat first. Persuade Edmonds to support your constitution by following these dialogue options:
    1. "Ms. Edmonds, you know why we're here."
    2. "That's why we have you here."
    3. "We both know that the Old Guard that dominates and obstructs the court need to be dealt with."
    4. "We need a better democracy. That's all I'm striving for."
    5. "I thought that you'll agree to that. I believe respectable Justices like you are against the Old Guard."
    6. "To ensure the new processes are respected and executed in transparency."
    7. "Ms. Edmonds, please help us achieve this victory. we have to be together in this."
    8. "The court has been stopping every constitutional change, Ms. Edmonds."
    9. "Don't be. We're together in this. This will open the way further reforms too."
    10. "It must have the power of judicial review and strike down on laws that are against the Constitution."
    11. "It plays an essential role in ensuring that each branch of government recognizes the limits of its own power."
    12. "The threshold not only affects them but all of us. It could lead to a political crisis in the future."
    13. "Stay silent."
    14. "Thank you, Ms. Edmonds."
    15. Edmonds agree to bring the centrists to vote for yes. Refuse to meet with Heron.

  • Result of Supreme Court Vote: The Constitution of 56 passes with 6 - 5 voting in favor. The new constitution is enacted. Congratulations! Hug Petr!

  • Meeting with the Cabinet: Let Petr talk and clap for him. Listen to cabinet reports.

  • Simon is relieved that the recession has stopped as L-1 carried everything.
  • Gus talks about Gruni getting more investments.
  • Paskal talks about healthcare in rural areas.
  • Iosef wants to increase military readiness. Tell him to use all means and bring forces closer with Agnolia.
  • Deivid talks about foreign relations.
  • Ciara discusses new schools being built.
  • Lileas mentions her plan to Abolish the Special Zone. Do not promise her to transfer Gendarmerie to the Interior.
  • Nia talks about the Special Zone.
  • Focus on Campaigning to boost PO. Last, announce an alliance with the PFJP. Let Karl sniff out the Oligarchs.

  • Speech to the Nation: Speak to the citizens of Sordland. Make your victory heard. The future lies in our hands.


    Turn 8
    • Franc's Farewell: Saying goodbye to Franc. Tell him to be his own man as he leaves for the military academy. Comfort Monica as he enters Serge's car and leaves.

    • Gain 1 PW from Assembly [0 + 1 = 1 PW]

    • Changes to law: Fund campaigns for USP mayors. [1 - 1 = 0 PW] Reassure Lucian that you'll talk with Petr. Enact these three decrees:
      1. Free Trade and Commerce Commission
      2. Value Added Tax [-3 + 2 = -1 GB]
      3. Abolish special zone [-1 - 1 = -2 GB]
      Sign off on Lileas's plan through assembly.

    • Gasom returns: Low [-2 + 1 = -1 GB]

    • Meet with Petr Vectern: Take all the things that make you nostalgic. Drink with Petr. Hear his story out. Call Evelyn and Lucian.

    • Meet with Lucian: Suspect that Livia is a spy for Rumburg. Calm down Petr from Lucian's actions. Speak to Lucian and tell him to investigate Livia.

    • Results of Affair Scandal: Listen to Lucian's findings. Tell Lucian that you'll shoulder the blame together with Petr. Expose Livia, tell Petr about the investigation. Give him a day off.

    • Political meeting: Talk to Nia and Lileas about Bergia. Talk to Simon and Gus about boosting economy. Lastly, talk to Deivid about Rumburg.

    • Press conference: Reveal who the spy was, take the blame together with Petr. Let Petr explain everything. Say goodbye to him.

    • Women rights meeting: Agree with all of Ciara's and Monica's points on women rights. Agree to form the women rights commission and support their bill in the Assembly.

    • Picking a new vice president: Listen to all the candidates for vice president.

    • Vice president selection: Pick Gloria, agree to attend the Aschraf Anniversary event and tell Lucian to follow her orders.

    • Dispute over Gendarmerie: Chat with Lileas and Iosef's arguments. At the end of the debate, keep the Gendarmerie under Military control.

    • Update on Oligarch Investigation: Talk to Nia, agree to launch another investigation to HOS. Do not call Marcel.

    • Meeting with Paskal: Hear his reports on the Polio epidemic in Bergia. Address his concerns by mandating vaccinations to all citizens of Sordland.

    • Sign Less Smoke Bill [-1 + 1 = 0 GB]

    • Healthcare Spending: State-of-the-art Medical School

    • Meet with Monica: Arrange a vacation to take time off work. Compliment on Deana's efforts in school. Eat dinner:

    • Attend the Aschraf Anniversary: Crowd protests centralization. Meet with Mansoun Leke, raise hands together. Pick up the red candle. Say that you mourn Ascharf. Anger feels like hot iron burning. End the speech by hugging Leke.

    • Election outcome: Gloria gives the polls. Listen to both Lucian and Gloria's strategies. We'll get reelection. Very soon.

    • Industrial expansion: Military Industry to gain Green Production [0 - 2 = -2 GB]
Chapter 4: Checkmate
Turn 9
  • Sign Women Liberation Act [-2 - 2 = -4 GB]

  • An empty house: Order Pizza. Fran calls you. Have a chat. Eat dinner with Serge.

  • Morna Port opens!

  • Veto Human Dignity Bill

  • Veto Children Future Act. Brutal, but welfare is expanded enough that most services are afforable and high quality to most people.

Further discrepancy: As of 3.0.9, Rizia DLC, Investment in Public Transport decree effect is (-2, -3, -1), yet this guide shows the decree effect going from (10, 7, 1) to (11, 5, 0).

Rizia campaign: This guide instructs players to build Tank Factory twice on turn 3 and 5. This is not possible. The decree to build tank factory is only available once. Doubtful that 3.1 will change that.

While waiting, the Sordland guide AKA Part 1 brought back the good ol' tradition like this guide once had: Screwing over Rumburg with war by calling Sordland's most faithful ally, Agnolia and flipping the Sordish middle finger to Rumburgian queen Beatrice Livingston after securing victory in Rummo-Sordish War.

As we still wait for 3.1 update to come out, we still have to be patient when it comes first... as I wished the checklist could be updated as well.

And here we really have it, Sordland guide got updated for the upcoming 3.1 before Rizia guide gets updated right after 3.1 update drops first.

To be fair, I'm quite fond of the updated Sordland guide when mixed economy was brought back... through in a different way by promoting market economy instead of planned economy. Vectern sis da to the 1 April update, that is not April Fools joke to us.
