Report a translation problem
I got it to work both times. I think when you shoot at the howitzer, the bullet has to hit one of the guys on the howitzer and not the howitzer itself to prompt them to leave it.
I was shooting at one and at first it just started turning around, but when it was about halfway through its turn (so I was shooting at it from its side), one of the shots made the guys leave the gun. Not sure what exactly about it was different, but my assumption is that and the bullet managed to hit one of the people manning the gun instead.
Haven't done an actual test of it to see if it's true, just my hunch.
