SkyUI is available on Steam. I provided the Steam link for that mod.
SKSE is an executable that Steam will not install for you. I provided the link to the original site and would people not to trust any other source.
Steam is a great resource for finding many mods and is well integrated with Skyrim.
However, Steam is really a kind of safe, limited venue.
If you want to make Skyrim truly great (new capabilities, incredible graphics) you will have to leave Steam and learn to use a different set of tools. You take on more risk. It is very easy to break Skyrim by modding if you don't know what you are doing.
Skyrim Nexus is a good place to start, but certainly not the only place, if you want to find advanced mods.
