WAIT WUT?
You get the Tholians sort of spawning over to the West of the UFP and to the South of the Cardassians. Script is used to place them.

The Tholian Assembly is a 'contender' power. That's like a major power, but you can't play them. And they're not some piddly minor you can just absorb.

RESTRICTIONS
This is not a playable power. That requires far more work than I want to put into a mod.

KNOWN ISSUES
- Portrait is frozen or jittery in one of the diplomacy screens.
- No unique capital view.
- Empire isn't listed in Contacts screen.
- Some graphical culturing just doesn't work properly.
- Empire sometimes spawns too close to another power.
- Empire spawning when using J&J's canon map mod is apparently pants.

COMPATIBILITY
Most mods prevent gaining achievements with Ironman, including this one.
