I highly recommend that you max out Deduction skill first. Each point in deduction increase xp earned from notes by 5%, first 2 points allow you to scan safe codes, and at max level you get 30% increase exp from all sources.
Next skill you should focus on is Engineering as it is needed at level 6 forMay Be Used Against You achievement later in to the game.
