FIX GAME SPEED/FPS PROBLEM

How to fix the problem with the game having an uncapped frame rate leading to problems with the game's speed.

Limiting FPS
Konami haven't programmed in a frame rate cap which means that on capable hardware the FPS exceeds 60 and the game begins to break. The game speed is tied to the frame rate and thus you'll notice an increase in game speed. I'm sure most know how to fix this pretty simply but I'll just make this for anyone who doesn't know.

Open up the NVIDIA control panel → 3D Settings → Manage 3D Settings → Program Settings

From here select the MSG3 exe from the drop down menu or if you can't find it there then click Add and select it. Note: Make sure it's the game's executable and not the launcher's.

Then, in the menu below, find Max Frame Rate and it should say next to it "Use global setting (Off)" click that and select On and then choose 60 FPS, click OK and exit out of the control panel.

Now the game should be capped at 60fps and should run at normal speed.
Note:
There may be other methods to doing this, this is just the way I know how to do it. Hopefully Konami themselves come out with a patch that fix this problem but I've had to do this in the meantime.
Update:
Konami have added this information on limiting the FPS on an official news post for the game and it also provides a way to do it on AMD cards, so this guide is now obsolete. I'm glad that I was able to help some people in the meantime with the bug and appreciate the positive response from the community. If you need to fix this bug, please refer to the post made by Konami as it does a better job explaining it than I do. Hopefully an official patch will be released soon to fix it.

I'm apologise for not covering other methods, this is just the method I had easiest available to me and that I used. If anyone has any problems please comment and I'll try to assist. If anyone has had problems and has fixed them or has used another method which works, please comment or make another guide to inform the community, at least until Konami smarten up and resolve this game-breaking issue.

songossj11 If it didn't work for you then maybe try some of the advice I gave earlier in the thread to another user. If it still doesn't help you then I apologise. This port screams of laziness from Konami and a lack of care as something like a frame rate cap should be pretty basic here. If any users don't have access to NVIDIA control panel than there may be other methods with your GPU manufacturers proprietary software or another application such as RTSS.

Thanks, i was really upset about the game not working propa. Hope they add steam Cloud and Steam Deck support later on.
Konami really droped the ball on this one.

This genuinely needs to be communicated. I am on AMD hardware and the game running at 600fps is absolutely insane that konami can't cap a frame rate.

Crispy_Gibdo I'm not sure why the game would have problems with this, for me it worked just fine. I would suggest maybe trying to restart your computer and then try this or reinstall the game. Otherwise, you may have to try a different method/application like the Rivatuner Statistics Server (RTSS) which can be used to limit frame rates.

so i tried this and the game just refuses to launch unless i set it back, its literally unplayable at current because the game is in turbo mode lol

lol idk game running in 48 fps even in menu in 1280p with lock/unlock to 120 fps and again to 60

This was the first thing I had to do since there isn't a way to do it in game. This is an important PSA.
