Firstly:
In Skyrim, we have the right to train 5 times for every level we level up. If you wish, give them all to different abilities one by one, or give them all 5 to the same ability at once, it's entirely up to you. We obtain this training from NPCs we call trainers. How Does? Money talks. We give the money, we blow the whistle. So which NPCs provide training for which skills and up to what level? We will look at these. Since some NPCs will only appear if you have that additional package, I will specifically put them in parentheses.

First of all, these NPCs have three levels; common (0-50 lvl), expert (0-75 lvl) and master (0-90 lvl). No one offers training after 90 (in fact, if you click they say "You already know everything I can teach you"). To reach 100, we can get the remaining 10 levels as quest rewards, or you need to increase that skill by using / reading certain skill books.

End
I prepared it thinking it might be useful especially for friends who are new to the game. Because I didn't know this when I first started, and unfortunately, while I was skipping many levels in the beginning, I didn't give points to the skills for nothing :/ I hope it was useful for you. Enjoy :)
