Q:Can you delete the appworkshop_222880.acf file to trigger server to re-download the mod file?
A:No, the appworkshop_222880.acf is stored in steam, it will be overwrite to your disk through steam server every 5-10 minutes.

Q:Can you delete the mod file used by custom server(or maybe your server)?
A:I think you can not directly uninstall them(by delete them), I found that the steam will potentially think that you have subscribed to these mods when you are connecting to a custom server, if you simply delete these mods, steam will download them again, so the solution I test is, delete them and reinstall the whole game.

tips: also remember your mod won't be update in time when you are in-game, because steam won't update game when playing. When you test the server on the same computer, it is often overlooked.
