Fun concept overall! I wouldn't be displeased if something like this was added.
For your first ever this is quite well made, I appreciate the structure. So many are loose jumbles of text with no coherence. Well done on being above the rest.
I like the lore, with dbd technically characters are all 21, but that didn't stop them from making the legion, so no issue there.
I do think, however, that her power needs something more. What you have now (to put it bluntly) is a stealth-less Ghostface, but instead of the exposed status, you get a 'guaranteed' hit- though I suspect if the surv made it to a pallet in 10 seconds the hit wouldn't necessarily be guaranteed.
Sticking to her lore, the fear of being stalked should be the primary theme the survivors face. Try to draw upon what makes that scary irl. Your stalker could be anywhere, you never know if you're being watched, nor what they're capable of.
Sadly, Ghostface and Myers already use stealth to achieve this uncanny feeling. We need to add something different.
Add an ability to 'de-manifest' after breaking line of sight with a survivor. If you've ever played LFD2 versus, it should be akin to spawning in as a zed. In this stage, there would be a large minimum distance requirement on 're-manifesting' to stop you from spawning too close and getting free hits.
As you stalk your victims, you learn more and more about their habits and routines. Once they've been stalked for a while, they should be wary that you could appear at any moment, heightening their anxiety.
As you stalk each survivor, the radius of the spawn restriction area surrounding them shrinks. When near fully stalked, spawning just around the corner for a free hit becomes easy. Once fully stalked, you can spawn directly behind them, the same as you had originally- no LOS blocker needed.
