I swear I've seen dex boost happen on nonstealth overwatch kills.

don't forget you cannot get more than 5 increases per level per merc total over all stats via activity (training is different)..so leveling up before having 5 is a waste and trying to improve with activity when already having 5 ..of course there are always magazines if you have time and money...
