Jizya Tax Law

This adds the Jizya tax (a tax on non-muslims) as a law. Pop support depends on religion, discrimination, your church and state law, and if they are clergymen or academics. Ottomans still have the vanilla jizya tax modifier instead since it involves their journal entries, but all other Muslim countries start with this law.

This is pulled directly from my Persia Flavor Mod, but wanted to make it more readily available for people who don't use that mod or it's not compatible. Make sure you don't use both at the same time. This should work with all other mods except for ones that directly modify ideologies.
