I have stopped playing as of December 14, 2023 when the Recipes and Farming - Update 0.6.3 patch was applied.

I do not know if the prices or other information have changed since this update.

I do not know what level your tavern needs to be for the farm to the south to be available.

In the Tech tree you will need to unlock the Simple Stone Works and then the Basic Construction.
You will need the Stone Workshop area, then to buy and place a Mixing Tank (4 gold 32 silver) from the mailbox in it.
Each Mortar costs 4 Stone, 2 Polished Stone (made in the Stone Workshop), and 1 Bucket of Water (the buckets will come out of your inventory but are returned to you after the Mortar is made).
You will need all the items for the Barn and Coops in your inventory when you go to talk to the NPC.
When you use Mortar to expand your Tavern all the required items need to be placed in the Building Table. Any unused materials can be removed again or stored there.
