Changing Video Quality/Resolution - Windows 11

I'm starting this page here so people can post about the various fixes they use to change this game's resolution. The game crashes when making any changes to the Graphics Settings. I've found plenty of people have said they've had to use the config file to change the graphics settings, others have said to drop the steam.dll file into the Call of Duty 2 folder, or run the game in compatibility mode, and many are really outdated fixes from 5+ years ago. They might have worked at the time, but none of these worked for me until I started combining things.

What *did* Work:
I copy and pasted the steam.dll file into the Call of Duty 2 folder. -- No change
I left the dll file in the CoD2 folder
I opened the CoD2 folder, right-clicked on CoD2SP_s file, and selected "Run as Administrator" -- Success!
^ This didn't work when I tried it prior to placing the steam dll file in the CoD2 folder.

Based on how many different solutions have been posted over the years, I'm sure everyone will have a different experience trying this. For the record, I'm running Windows 11 with an i7 11700F, an Nvidia 3060ti, and 64gb of ram.
