the first way to make a bad plague is to start the plague in a isolated or rich country you should not do it in a country filled with tourism think of a country like the phillapenes or iceland.
the second step is to evolve the most fatle syptoms available this will boost the cure you should avoid the left side that has insomnia and others
the rest is luck it might spread like crazy or countrys will stop airports and ports.
