Report a translation problem
May be mistaken on #2, but if you build 3 frames (and actually equipped said frame so it can be deployed) then I can't think of any other reason
IE Stealth Efficiency modifies Stealth mode energy drain by .85 from 85 units per hour to 72.25 on the first upgrade. Edited my comment, but Expanded reactors looks like a weird one. The description for the upgrade says PLUS(+) .3, as in a flat addition, to enemy vision but the tooltip acts as if it were a multiplier
TLDR: It's likely fine, but you'll probably need to save, take the upgrade, and reload to confirm unless someone else verifies it here. If it only applies to Cruise/Overdrive then I'd say take it anyways because the extra energy capacity and faster recharge are probably overall more valuable than slightly worse stealth in cruise, which is only really valuable for covering friendly territory/recharging energy anyways
