Your Windows installation is probably missing VP9 video codec.
The game is failing to play the cutscene.
The Fix - (Screenshots below)
1. Download the VP9 video codec.

If you do not have the Windows Store app (e.g. Windows 10 LTSC), use the 2nd link.
Download the newest correct version (x64 / x86)


2. Install the VP9 video codec. *[Skip if used First Link]

(vvv If downloaded the .Appx package directly vvv)
2a. Enable 'Developer Mode' or 'Sideload apps' in the 'new Windows Settings' menu.

'Windows Start Menu' -> Type 'Settings' (App) -> 'Update & Security' -> For Developers
-> Enable 'Developer Mode' or 'Sideload apps'
-> 'Yes' to prompt
*It is recommended to disable this after installing VP9 codec.

2b. Run 'Windows PowerShell' / 'Windows PowerShell ISE' as administrator.

2c. Type or paste: Add-AppPackage
Hit [Enter].

2d. Right click the downloaded .Appx file -> 'Properties' -> 'Security' tab

2e. Copy and paste the whole file path listed to the right of the label 'Object name:' into
'Windows PowerShell' / 'Windows PowerShell ISE'
Hit [Enter].

3. Launch the game and see if the 'New Game' cutscene plays back properly.

Fixes for other common issues


Screen / Character / Objects - - - - flicker / flickering white :
  • Disable 'Ambient Occlusion (Renders Higher Quality Shadows)
  • 'Graphic Settings' -> Page 2
  • -- Most noticeable sometimes when navigating in and out of 'Graphics Settings' menu in a dark environment.
  • -- If turning setting back on to test:
    • May need to exit fully out of menus to controlling character and back into menus for flickering to return.
    • May need to run in and out of light/shadows.
    • Not 100% sure how to reproduce.
  • -- Disabling seems to stop flickering immediately with menus still open.

is there any other way to get this vp9 app other than the microsoft store?

You only need to install 'VP9 video codec' manually if you download the .appx from the second link.

AFAIK, if you install from the MS Windows Store app, there shouldn't be extra steps.

I've updated the guide to explicitly mention this.

I spent a while going through the boards before I found this solution so it's good to see this will be in an easier place to find for others that have the same issue :)

i don't get it, which one is downloaded.appx? i've installed the vp9 video extensions from microsoft store, been trying to search it in my pc and no result. do i need to install it from your second link?
