You will have to talk to the snitch every time you want to locate Cassie Mendoza within a 24 hour period of talking to the snitch, you can still check her vendor even if you've already seen the vendor in said week, as well as you can talk to the Snitch multiples times during a day for free bounties but will move to various locations of course

i would just like to point out that the bounty the snitch drops is not required to be completed for cassie to show up, from the moment you talk to the snitch, the cassie marker will appear on the map.

also it isnt that you have to wait 10 hours for her to be open, cassie is on a 24 hours open, 32 hours closed cycle, starting on the wednesday TL reset time of 0900 CET, and this is global for everyone.

in general you can say she is open on wednesday, friday and sunday, although for different 24 hour windows on each day as it shifts because of that 32 hours closed.
