The nonstop popups EVERY 2 months is so extremely annoying, even as a Machine race, I was still getting blasted by those updates. Its a cool concept, but right now not worth the irritation

Same experience as surrealmonk. There were no actual mutations, just some weak armies attacking worlds with gene clinics, and that was it.

The German locailsation doesn't display any texts, just the according labels.
The reason is that the two localisation files start with "l_english:".
If you change that to "l_german" the texts are displayed.

I still don't quite get how this crisis works; the situation pops up, I direct my people to cure it, I get constant popups saying theres mutations happening in my population (but nothing changes on my species screen), then after ive gotten to the end of the bar it ends with nothing happening. Is this intentional, or is something conflicting with this?

by far the most annoying crisis so far. had to up my garrisons to keep my worlds free from the bloody mutants
