The best place to download mods is https://www.moddb.com/games/portal/mods
How to install the mods
To install mods you need to go to your main steam folder in your C: drive.
C:\Program Files (x86)\Steam\steamapps\sourcemods
Portal with RTX does not need to be in the same drive.
Place your Portal mods in this folder or as described by the modders instructions.
Make sure to restart steam so the mods appear in your library.
How to make the mods work with Portal with RTX
Fixing gameinfo.txt
The mods will not work with Portal with RTX right away, you need to edit the gameinfo.txt file inside the mod folder,
in the file you will see something like this:

You need to change the SteamAppId value to match the ID of Portal with RTX, so where it says "400" it needs to say "2012840".
Then you need to change a few of the directories, for example under game_lv its value says "portal/portal_lv.vpk", to fix it for Portal with RTX we simply need to add "_rtx" to the first portal, like so, "portal_rtx/portal_lv.vpk", do this for all the places you see "portal/" and change it to "portal_rtx/".
At the end your new gameinfo.txt should something like this:

The file will not look the same for every mod so triple check this.

Fixing in-game graphical errors
To fix things like lighting acting weird, far away models looking bad and not being able to look through portals you must add the Portal with RTX autoexec to the mods autoexec, to find Portal with RTX autoexec.cfg navigate to the games folder by right clicking Portal with RTX in steam hovering over manage and clicking browse local files, enter the folder "portal_rtx" then the folder "cfg" and open autoexec.cfg in notepad, copy the text inside and go back the mods folder and open the "cfg" folder inside, if there is a autoexec.cfg file there then open it and paste the text into it without removing anything, if there is no autoexec.cfg then simply create one and paste the text into it.

The mods gameinfo.txt looks different
All mods will have a slightly different file, but some will have files that look nothing like what I have above, if the mods gameinfo.txt file has a game value that looks like this "game portal" you just need to delete that line, it may also look like this "game+game_write portal".
If after deleting that line there are no other lines that search portal files, you'll need to add them in yourself kinda like they are in the image above.

Other
You can also change the "game" value in the gameinfo.txt file to add "with RTX" to make it more distinct in your steam library if you have the non-RTX version of the mod.

If you see inside your head, aka the world player model is rendering in first person, use this command to fix it: "cl_first_person_uses_world_model 0" the Portal with RTX autoexec.cfg has this set to 2 by default, when using custom players models set this to 0 in the mods autoexec instead this does however mean you can't see the player model at all unfortunately..
Disclaimer
Not every mod will work and I guarantee you will experience texture bugs and other graphical glitches even if you follow the tutorial, for example the elevator door will have the incorrect texture, you are playing a Portal mod inside a Portal mod, its going to be glitchy.
Mods can also use their own textures and models, sometimes these can overwrite the RTX textures and models making the game look worse.

Mods that work well:
Portal Pro works great and looks amazing, but you can't play the final boss level in RTX.
Portal: Still Alive works great in RTX but it uses a custom cube texture that overwrites the RTX one.
Portal: The Flash Version works.
Rexaura works and looks really good.
Portal: Prelude works.
Factum Solas works.
Gamma Energy works.

Known issues:
Portal with RTX doesn't work well with custom player models, change the autoexec like I said above.
Portal Pro's final boss level crashes with RTX. (Every other map works and it looks really good so I still recommend playing it.)
Blue Portals uses a lot of custom textures which RTX doesn't look great with and some maps crash.
Factum Solas seems to use a lot of spotlights to emphasise testing elements which look bad in RTX and it's laggier than other mods but otherwise it works and looks good.
ERROR uses a lot of smoke particles which Portal with RTX can't render correctly, open the alt x menu while facing towards the particles, select the game setup tab, click on the smoke particle in the 3d space, and then right click it when it appears in the game setup menu ,then you can check "particle effect" (fix courtesy of eleanor on discord)

oyqea NtrTAYnMnt its been a long time since i have done any of this but i assume it just doesnt work or has missing textures, possibly if you have the original portal installed it might use the textures from that instead of the rtx ones? i dont know but just make sure you do change them

And does it include Portal 2 style GLaDOS?

Also on my end atleast the doors of the elevator have really weird textures
