Expected time with skip on: 2-3 minutes

How to do it

First of all enable the 3 skip options in Preferences

I am not sure this is the fastest possible way to do it but it is a way what will give 100 %.

Playthough 1:

Simply choose all the first (highest) options. This will give you 12/17 achievements.

Playthough 2:

Choose these options (credit to CorvusCorax in the discussions):

(2) Do something first.
(2) Katsuya Seika Mizore Dama Candy
(2) I...I love you.
(1) Raina, I missed you so much! <3
(2) I had a run with Shiko..
(1) I love you

After this you should have 100 % achievements.
