TLDR
The way to win the battle at a low level is to spam higher level attacks like Myriad Truths but also making sure you aren't creamed by the high level death spells Reaper spams as well as making sure you cast buffs and debuffs every turn.
YOU NEED TO BE CAREFUL fighting him more than once tho because some consumables are not replaceable and you'll need some non-replaceable consumables to fight him. If he's casting Mamodoon way too much, you should die on purpose and try again after. Those sacrificial dolls are worth more than the money he drops FYI.

I'm one of the few 17%ers that got this one and i got it at Level 25
You need TONS of sacrificial dolls because he casts Mamodoon a lot, SP replenish items/accessories, the DLC Persona that has Myriad Truths, and some type of all-healer spell or item that restores the party to 100% health. You MUST also have some kinda magic resistance and some way to restore party members in case they die. A guide online said that curse/bless resistance helps but he used more elemental magic on my second run. I didn't beat him my second run so maybe the guide was right. You might want to put on accessories that nullify bless and curse.
You might need to fight The Reaper more than once since some of his attacks are RNG, meaning he'll use more attacks than he should randomly everytime you fight him... He doesn't behave the same every single battle.
