Introduction
This guide is for those wanting to do something along the lines of a "100% completion" of Oblivion. There is no real acknowledgement for doing everything outside of just the achievements when playing on 360 and the stats in your Journal, so this is a list of things you may or may not want to be tracking during a playthrough of this game. What you consider to be the requirements of a completion is totally up to you, and while I personally didn't go for literally everything, I'll try to add in even the things I didn't bother going for that others might be interested in as well.

This guide was heavily based on the 100% Completion guide[en.uesp.net] on The Unofficial Elder Scrolls Pages, but I've included a lot of extra information from my time going for most of the criteria listed there during my own playthrough.

Keep in mind this is also not a complete step-by-step walkthrough of the game and won't be going through the process of actually completing each quest in the game one by one, for that I highly recommend using the dedicated quest pages on UESP[en.uesp.net] which would be far better for everyone to use than just a simple Steam guide that wouldn't be able to fit all of the necessary information anyway. Instead, this should be used as something like a checklist that's hopefully easier to get the full picture of than if you had pieced everything together yourself using the various pages on the site like I had to, particularly when it comes to missable quests, Unofficial Patch changes and quick summaries of the optional goals outside of the quests themselves.
Maximum Completed Quests
Depending on your setup, the number of maximum completed quests you can do may vary.

If you're playing on a completely vanilla version of the game without the Unofficial Oblivion Patches, such as on 360 or PS3, you can have up to 199 quests completed in your Journal.
If you're playing with the two major expansions, Shivering Isles and Knights of the Nine, you can complete up to 241 quests. With the other PC-only add-ons that come in the "Deluxe" edition such as Horse Armor, Frostcrag Spire, etc. this goes up to a maximum of 248 quests.

If you're playing with the Unofficial Oblivion Patch and Unofficial Shivering Isles Patch, the total goes up to 251 quests (or 244 without any of the Deluxe edition add-ons). This is because 3 quests, "Whispers of Death" (Dark Brotherhood), "The Arena" and "The Antipodean Hammer" (Shivering Isles Side Quest) will normally remain uncompleted and will stay in your Current Quests list forever, but the Unofficial Patches fix this and mark them as completed once they're done, adding to your total.

There are 2 other quests that cannot be completed even with the Unofficial Patches, those being "Cast out of the Thieves Guild" and "Expelled from the Fighters Guild". Both will remain in your Current Quests list forever should you ever start them. Although due to how the Thieves Guild works, you can technically "complete" the cast out quest up to 9 times by failing nearly all of the Thieves Guild quests, which can bring the total up to an absolute maximum of 260 quests completed, but failing everything sort of goes against the spirit of completing everything so 251 should generally be considered the "normal" completion.

Something else to note is that it is not possible to complete both the Ritual of Mania and Ritual of Dementia quests in the Shivering Isles in one playthrough, as these quests are mutually exclusive so you can only choose one. If you are going for all achievements on the 360 version of the game, you will need to save before making your choice in order to get both achievements without making a new character.

In addition to those 251 quests, there are also 11 "Non-Journal" quests. These don't count toward the Quests Completed stat and don't show up anywhere in the Journal at all. They should mostly just be considered as a list of some extra things you can do in the game for the sake of being a completionist. 8 of these are in the base game (1 in the Main Quest), 2 are added in the Shivering Isles expansion and 1 is added with the Fighter's Stronghold add-on. Because the game has no real acknowledgement of these quests, whether you've done enough to call them "completed" or not is entirely up to you. The Non-Journal quest "Black Bow Bandits" for example could be called "completed" by just handing in 1 Black Bow to Count Marius Caro in Leyawiin, or you could say it's been "completed" after following Mazoga the Orc to all 3 locations and wiping out all 3 Bandit Camps at Telepe, Rockmilk Cave and Undertow Cavern. It's your call.

As discussed above, with all add-ons and the Unofficial Patches installed there is a total of 251 quests to be completed in your Journal. There is also 11 Non-Journal quests that don't count toward any stats in your Journal. I've labelled quests that are notably missable and Non-Journal.

Missable Quests
A majority of quests in the game are technically "missable", but mostly due to glitches/softlocks/killing important NPCs/general bugginess of the game, and a very large majority of that has been fixed by the Unofficial Patches. I've put together a list of the main missable quests that I know of (presuming you're playing the game sensibly, not getting permanently kicked out of guilds and have the patches installed) and how to make sure you don't miss them. While I assume this is all you'd need to know to ensure the 251 quest completion, let me know if there are any others I should note down here that aren't fixed by the Unofficial patches.

Main Quest - Allies for Bruma
| Before: Main Quest - Defense of Bruma
After completing "Bruma Gate", you can continue the Main Quest with "Allies for Bruma" or skip straight to doing the "Blood of the Divines" quest. "Allies for Bruma" must be done before starting "Defense of Bruma" a few quests later.

Main Quest - Attack on Fort Sutch (Non-Journal)
| Before: Main Quest - Light the Dragonfires
After completing "Dagon Shrine", all 57 non-Kvatch/Bruma/Great gates will be available to close, including the Oblivion Gate outside Fort Sutch. If you plan to close all gates or complete all Non-Journal quests, you must help the guards close this gate before completing "Light the Dragonfires" at the end of the Main Quest.

Dark Brotherhood - A Dark Exile

All 3 of these quests need to be completed before finishing the Dark Brotherhood quest "The Purification".

Dark Brotherhood - Darkness Eternal

| AND Before: The Imperial City - Vampire Cure
Like the other 3 quests above, this must be done before the Dark Brotherhood quest "The Purification". However you only need to start it, since the quest will only be completed during "The Purification" anyway. Additionally, if you happen to already be a vampire before starting this quest, you will not be able to ask for the "Dark Gift", but instead can start this quest by asking for a cure as part of the Imperial City Side Quest "Vampire Cure". Make sure not to finish "Vampire Cure" before starting this, as you can only become a vampire legitimately once.

The Imperial City - The Collector
| Before: The Imperial City - Secrets of the Ayleids
After delivering 3 Ayleid Statues to Umbacano for the quest "The Collector", you will be able to start the quest "Nothing You Can Possess" followed by "Secrets of the Ayleids". You must finish delivering all 10 Ayleid Statues to Umbacano before giving him a crown in "Secrets of the Ayleids", otherwise "The Collector" will become impossible to complete.

The Imperial City - Origin of the Gray Prince

You must complete this quest before fighting the Gray Prince in the Arena to become the Grand Champion.
Closing All 60 Oblivion Gates
You must have all 60 Oblivion gates opened before going to Mankar's Paradise in the Main Quest "Paradise". You must also have them all closed before completing the Main Quest "Light the Dragonfires".

Oblivion gates will be considered "open" if they have spawned in the world as you approach their location, you don't have to have them visited on your map to count (although that does help keep track if you're not always closing the gates as you encounter them).

Of the 60 Oblivion gates, 40 of them are random, 10 are at set locations around the map and 10 are located around cities or used for quests.

All 57 of the non-Kvatch/Bruma/Great gates will be available after completing "Dagon Shrine" and the 40 random gates will have a 50% chance of opening at each marker on the map (see below) when approached. After completing "Paradise" no more gates will spawn (once 20 gates have opened), so again make sure you have all 60 at least found before then. All gates will be permanently closed after completing "Light the Dragonfires" so if you have any gates left open after "Paradise", absolutely make sure to close them before going any further in the Main Quest.

Without the Unofficial Oblivion Patch installed there is maybe a bug (citation needed) where Bruma Gate and Great Gate do not get added to your journal, so in order to have all 60 in your journal you'd need to leave one other gate open and then close it after completing "Great Gate", but before "Light the Dragonfires". In my game with the Unofficial Patches installed this didn't happen and both gates increased the counter in the Journal correctly without the need of the extra random gate.

Gate Spawning Order:
  • Gate 1 will spawn during the "Breaking the Siege of Kvatch" quest.
  • Gates 14, 16, 27, 38, 54, 55, 65, 69, 93 and 99 will spawn after completing "Find the Heir".
  • Up to 15(?) other "random" gates will also spawn after completing "Find the Heir".
  • Gates 2-8 will spawn outside their respective cities after "Dagon Shrine".
  • All the remaining "random" gates will also start spawning after "Dagon Shrine".
  • Gate 9 will spawn during the "Bruma Gate" quest.
  • The Great Gate will spawn during the "Great Gate" quest.

So the basic cliffnotes version is that you should continue the Main Quest pretty early on in your playthrough up to at least the end of "Dagon Shrine", going no further than the end of "Great Gate", and then make sure you have all 60 Oblivion Gates shut before going through the portal at the beginning of "Paradise".

Horses and Houses
In your Journal, you can have a maximum of 8 horses and 8 houses. Without the Horse Armor add-on, the maximum number of horses drops to 7.

Depending on the level of your Mercantile skill, the price of house upgrades can be much more than the base prices listed here. You can haggle to get it lowered, but expect to be paying hundreds of thousands of gold to get all houses and upgrades done. Try to leave these as some of the last things you do in the game, since at very high levels you can sell off a lot better gear a lot more often and have a higher Mercantile skill. See the Commerce[en.uesp.net] UESP page for more details/tips on merchants and buying/selling.

The following houses are part of their respective official add-ons, and also don't count toward the total in your Journal. You will automatically gain ownership of the houses once the add-ons are installed, so there is no initial cost. They do, however, need to be fully upgraded in order to complete their respective quests.

Add-On Houses
  • Battlehorn Castle (Fighter's Stronghold add-on) | 15,000 base cost for all upgrades
  • Deepscorn Hollow (Vile Lair add-on) | 15,250 base cost for all upgrades
  • Dunbarrow Cove (Thieves Den add-on) | 5,500 base cost for all upgrades

Unique Enemies
There are 7 "unique enemies" in the game that are found outside of the 251 quests. Some have Non-Journal quests associated with them, but none are mandatory to kill at any point in the game so are noted down here for an extra optional "completion" requirement.

The Spectral Mud Crab is missable in all versions of the game, and Lich Erandur-Vangaril is missable without the Unofficial Oblivion Patch installed.

Ghost of Perennia Draconis
After completing the Dark Brotherhood quest "Next of Kin", go back to Applewatch and activate Perennia Draconis' grave to spawn her ghost.

Giant Mud Crab
In Greenmead Cave, northeast of Skingrad, there is a giant Mud Crab guarding a few chests in the Greenmead Inky Grottos area.

Giant Slaughterfish
In the Thieves Guild quest "Arrow of Extrication", you will end up travelling to Fathis Aren's Tower. Inside the Wizard's Grotto underneath the tower is the Giant Slaughterfish, although you can come back at any time after the quest to kill it.

Leveled Rat
In the basement of Lazare Milvan's house in Skingrad is a (test) rat that moves very fast, and has health and damage scaled to your character's level. Typically rats will have 4 health and do 2 points of damage, but this rat has a health value of 20×(lvl-10) and does 3+((lvl-10)/2) points of damage.

Lich Erandur-Vangaril
Found in the Hidden Bastion in Lost Boy's Cavern as part of the Non-Journal quest "Lich of Lost Boy Cavern". If you do not have the Unofficial Oblivion Patch installed, make sure you are Level 23 before entering the Hidden Bastion, or else the Lich will spawn unkillable and will remain so for the rest of your game. With the Unofficial Patch installed, they will still spawn unkillable but you will be able to revisit the cavern once you are at least Level 23 and be able to deal damage to them.

Spectral Mud Crab
Can only be found during the Main Quest "Paradise" and will be inaccessible afterwards. Found on a small island to the east of the Paradise mainland. Make sure you kill it before going inside the Forbidden Grotto.

Found at Dive Rock as part of the Non-Journal quest "The Horror of Dive Rock".
Heaven Stones and Wayshrines
There are 7 Heaven Stones and 9 Wayshrine types to be found across the map. Visiting all of these will give the player 8 additional Greater Powers to use. More information on the Heaven Stones can be found here[en.uesp.net] and Wayshrine information here[en.uesp.net].

Places Found
In the base game there is 367 (369 with Unofficial Oblivion Patch) places that can be found and added to your Journal. With all of the extra add-ons, Places Found can go up to 432 (or 435 with the Unofficial Patches).

There are 3 quests in the game which will automatically add a location to your map that will prevent you from adding it to your Places Found count. Make sure to visit these locations before starting these quests in order to get the maximum possible.
  • Visit Cloud Ruler Temple before starting the Main Quest "Weynon Priory"
  • Visit Sedor before starting the Fighters Guild quest "The Stone of St. Alessia"
  • Visit Arpenia before starting the Fighters Guild quest "Azani Blackheart"

Also in the Shivering Isles, make sure to visit all 4 locations in The Fringe before starting the quest "Retaking the Fringe", as all 4 locations will be removed from your map and you will be able to re-discover them and subsequently have them added twice to your Places Found count.
Other Accomplishments
Skill Books Found - 109 In Journal
There are 109 skill books to be found in the game, and if you plan to have them all read you must read them before getting their respective skill to Level 100. Skill books will not give you any additional levels past 100, which will also result in it not being added to the Skill Books Read stat in your Journal.
Each skill has 5 skill books except for Conjuration, Destruction, Illusion, Mysticism, and Heavy Armor which have 6 each, and Speechcraft which has 4.

Master Skills - 21 In Journal
While you do need to get every skill up to 70 in order to do all of the Master Training quests, you can use multiple layers of Fortify buffs to skip most of the grind. If you choose to, you can also grind each skill to 100 without the help of additional Fortify buffs from equipment/Greater Powers, although this will take a very long time[en.uesp.net].

Nirnroot Found - 309 In Journal
(306 without Deluxe edition add-ons)
If you wanted to find all Nirnroot outside of the 100 required for the Skingrad quest "Seeking Your Roots", you can use this page[en.uesp.net] and this map[obmap.uesp.net] to find all of the Nirnroot in Oblivion. There are 263 Nirnroot found outdoors and 43 found indoors, with an additional 3 Nirnroot added with the Wizard's Tower, Battlehorn Castle and Deepscorn Hollow add-ons which can bring the total up to 309 in your Journal.
Alternatively you can use this mod[www.nexusmods.com] which will add a quest with the remaining base-game Nirnroot as map markers after you have completed "Seeking Your Roots". If you have the add-ons installed the quest will end prematurely after collecting 306 of them, meaning you should probably leave the 3 add-on Nirnroot until last so you don't miss any. Installing this mod will also likely increase your maximum quests completed count by 1, although you can always just uninstall the mod before you're done if you're particularly worried about keeping the "vanilla" completed quests count.

Fame Points - 206 In Journal (214 with the Unofficial Patches)
This is a very annoying stat to try to max out. Many quests in the game provide multiple ways to be completed, and very often only reward the player with Fame if they finish these quests in specific ways. A list of how to get each point can be found here[en.uesp.net]. Keep in mind that after finishing the Thieves Guild, wearing the Gray Cowl of Nocturnal means any new Fame points will be added to your alter ego as The Gray Fox instead of your main character, so make sure to finish any quests or close any Oblivion gates with the cowl off to keep all Fame points together (you can also do this for the reverse by only completing Infamy quests with the cowl on to keep your main character's Infamy at 0 without needing to redo the Wayshrine Pilgrimage).

Stores Invested In - 100 In Journal (102 with Unofficial Patches)
(95 without Deluxe edition add-ons, 97 with Unofficial Oblivion Patch)
You will need to reach Expert Mercantile in order to begin investing in stores (or use Fortify buffs to temporarily reach Expert before making each new investment). There are a handful of stores that will no longer be available to invest in at some point, so make sure you invest in these stores before their relevant quest.
  • Andreas Draconis before the Dark Brotherhood quest "Next of Kin"
  • Selena Orania before the Mages Guild quest "A Plot Revealed"
  • Kirsten before the Daedric quest "Mephala"
  • Etira Moslin and Vlanhonder Moslin before the Chorrol quest "A Shadow Over Hackdirt"
  • Fathis Ules before the Chorrol quest "Sins of the Father" (but only if you choose not to side with him in it)
Bonus: Excel Spreadsheet
I also created an Excel spreadsheet listing all of the quests and Non-Journal quests which I was using through my playthrough. With it you can keep track of which quests you've completed and which Oblivion gates you've shut, and I've added comments going through most of the important information from this guide, as well as the Oblivion Gate map from earlier.

Regarding the extra accomplishments outside of quests, I've added Horses, Heaven Stones, Unique Enemies and Oblivion Gates to the overall completion. Houses, Wayshrines and Artifacts are already accounted for with their respective quests, and I personally wasn't interested in doing the other Journal accomplishments. You're free to add them back in... somewhere, in your own copy though.

Oblivion was the first game on the Xbox 360 that I 100% completed achievements... On PC I mod the crap out of it to make it 1000x better than the original...

I wish so desperately that Oblivion had steam achievements. I understand that there is no point to it but seeing it pop up scratches a serious itch in my brain every time!!!

I totally get that some of the items are so missable. Like I've always wondered how people originally found Fingleam. Which if you don't know its exact position, underwater, at a depth of like 20 meters, you'd never find it by sheer luck. Heck even knowing precisely where it is, it still usually takes me 20-30 minutes to get it. Most likely when the PC Construction Set came out, they did a search for unique items, figured out the cell location of it, and then proceeded there to get it.

Well... you do call this guide a 100% completion guide. Finding unique items or unique individuals usually is in completionist guides, even if you can't track it in a journal or quest log. You can lose Daedric artifacts after completing the quest too. Maiq I mentioned because in completionist guides for Morrowind and Skyrim, they suggest getting all the unique dialogue from him, as he says different things in each game.

Heaven Stones are a type of Doom Stone. The difference between those and the Birthsign/Rune Stones is that you can collect all Heaven Stones at once, while the others only give temporary effects or only one at a time and aren't suitable for any "completion" criteria cause visiting all of them is meaningless

This guide is mostly focused on things that are tracked by the Journal, and the Artifacts Found stat is exclusively for the Daedric artifacts which are all covered as part of the Daedric Quests in the quest list

As for things like the unique items, honestly I didn't think of those as something people would want to go for since it's totally possible to lose them after the fact rather than being like a permanently trackable metric, but yeah it's probably worth making a note in the guide just in case. I don't think M'aiq the Liar should be added though, it seems like a really weird thing to want to track unless you were going for like an "all dialogue" completion or something? Idk

What are the Heaven Stones? Are they the Doom Stones or the Birth Stones or the Rune Stones? (https://en.uesp.net/wiki/Oblivion:Magical_Stones)

Also for completionists I'm surprised you don't mention locations for unique items. Like Fingleam (really wonder how people found that item originally) or Artifact locations.

Also for completionists, I'm surprised you don't mention all the phrases of M'aiq the Liar or the locations you can find him in. Because I think he gives unique phrases based on where you find him.

Otherwise pretty good guide!

Kind of agree that Museum of Oddities is the worst quest in the game lmao

The best way I could find to get the container RNG ones is by save-scumming before loading into part of the Ebrocca ruin. There's a small room with a dozen or so coffins and each have a chance of having an oddity in them, just keep reloading until one of them has an oddity you haven't got yet, come back after a while so the loot respawns and the rest of the quest should be pretty straightforward (I also found it easier getting the Sheogorath-Shaped Amber from an Elder Gnarl with the Unofficial Patch installed rather than by searching containers for it).

I can say, as someone who has 100% this game, that about 30-40% of your total playtime will be spent farming the Museum of Oddities quest. Absolute nightmare to farm.
