What you need is the pdx blender tools, look those up on google and the first thing you should see is a link to github for the "ross_g / io_pdx_mesh", download and add that plugin to blender and you should have access to the tools needed to export your model as a pdx mesh.
What specific step are you on in terms of your mod's creation that you want to know more about? If it is just starting out (and assuming you already know how to 3D model and transfer models from blender to Stellaris), I would recommend taking a look at the structure of the files of my own ship sets as in how they are set up and organized which could give you a good idea on what you need to do.

Legacy of the Sith? As far as I'm aware there are no mods with that name. If you were instead referring to Legacy of the Old Republic (the total conversion), then you shouldn't need this set to begin with as that mod already has it's own Sith shipset.
