How to actually unlock all DLC

CAPCOM pulled from the stores all the DLCs. However, because they're already downloaded in the game files, you can bring them back with just a simple code. It's morally correct to get them back.

I'm not gonna add dots to links so Steam doesn't detect as links and deletes them off.

0. Go to game folder ...\steamapps\common\Dead Rising 2 Off the Record and rename steam_api.dll to steam_api_o.dll
1. Open Google and search for the cs rin ru website. Register an account on it.
2. Search for the forum thread called [Release] CreamAPI - A Legit DLC Unlocker.
3. Download the latest release. As of writing this guide, it's Current Release v4.5.0.0 Hotfix.
4. Extract the .rar somewhere and open the files. inside ...CreamAPI\log_build are 3 files.
Copy steam_api.dll and cream_api.ini and paste to the game folder

5. Open the cream_api.ini you pasted in your game folder, and replace everything inside with the following:

[steam] ; Application ID (http://store.steampowered.com/app/%appid%/) appid = 45770 ; Current game language. ; Uncomment this option to turn it on. ; Default is "english". ;language = german ; Enable/disable automatic DLC unlock. Default option is set to "false". ; Keep in mind that this option WON'T work properly if the "[dlc]" section is NOT empty unlockall = false ; Original Valve's steam_api.dll. ; Default is "steam_api_o.dll". orgapi = steam_api_o.dll ; Original Valve's steam_api64.dll. ; Default is "steam_api64_o.dll". orgapi64 = steam_api64_o.dll ; Enable/disable extra protection bypasser. ; Default is "false". extraprotection = false ; The game will think that you're offline (supported by some games). ; Default is "false". forceoffline = false ; Some games are checking for the low violence presence. ; Default is "false". ;lowviolence = true ; Purchase timestamp for the DLC (http://www.onlineconversion.com/unix_time.htm). ; Default is "0" (1970/01/01). ;purchasetimestamp = 0 [steam_misc] ; Disables the internal SteamUser interface handler. ; Does have an effect on the games that are using the license check for the DLC/application. ; Default is "false". disableuserinterface = false [dlc] ; DLC handling. ; Format: <dlc_id> = <dlc_description> ; e.g. : 247295 = Saints Row IV - GAT V Pack ; If the DLC is not specified in this section ; then it won't be unlocked 45775 = Dead Rising 2: Off the Record Cyborg Skills Pack 45773 = Dead Rising 2: Off the Record BBQ Chef Skills Pack 45774 = Dead Rising 2: Off the Record COSPLAY Skills Pack 45776 = Dead Rising 2: Off the Record Firefighter Skills Pack

Done.
The 4 costume sets will be waiting for you in the locker of the Safe House bathroom.
What each costume does
Cosplay Warrior Skills Pack
  • Special "warrior" attacks using the Training Sword and shield.
  • Prestige Points increases by 25%.
  • Every attack gives more Prestige Points.

Fire fighter Skills Pack
  • Immune to Fire Damage.
  • Increased speed when carrying or assisting survivors. Survivors run faster when following Frank.
  • Frank can kick open doors.
  • Frank can blast zombies with a torrent of water when using a water gun.
  • New attacks and increased durability with the fire axe.

Cyborg Skills Pack
  • Electricity Damage added to regular attacks - Discharge electricity and stun nearby zombies.
  • Electric damage when Frank fights with his bare hands. Increased damage in melee attacks.
  • Increased electric damage and electrical effects when Frank fights with an electrical appliance.

Barbecue Chef Skills Pack
  • Gain more health from grilled food.
  • Ketchup, mustard and mayonnaise become dangerous weapons.
  • Bonus when using explosives, with bigger explosions.
  • Bonus when using a chef’s knife as a weapon.
  • New attacks with Chef Knife and Meat Cleaver.

Also the game bans are different on each game. I can't say what would happen exactly if you got banned on Dead by Daylight but suffice to say you won't play the game since it's an online only game

Sorry for late response. It's more likely to get banned from the game itself than Steam. Steam is very lenient and will give you a "1 game ban on record" on your profile

"get you banned in the game or steam" you mean my steam acc will be gone or I won't be able to play the game I banned on steam?

It is said that some games that have server side checks such as Dead by Daylight and COD will get you banned in the game or steam. Last I heard just don't try it with live service games...

Strange. Seems like you're having the issue many people said they had with the DLC originally when it was on the store. Can't help you with that, sorry. Maybe verifying game files but I suppose you already did that. I don't know

The game gives me an error message when I go into the locker that says "Downloadable content appears to be corrupted and cannot be loaded. Please try to download the content again."

That's very weird. You should try the CreamInstaller thing that pops up in Google in the Github page. Maybe that'll work?

This only partially worked for me.
I can't access the BBQ Chef outfit.
I don't know why.
