How to obtain the three skills
You know how to fish from the get-go. It's under your Action Skills in the skill menu. Mining and Digging are learned from Ases, once you perform her tutorial quests and learn them from the green book that will appear in your Consume inventory.

While the other two skills don't have upgrades, Mining Lv2 is obtained from killing Mine Spriggans in the Crystal Mine (Note: Requires a Crystal Mine ticket, and is not recommended until you're a higher level), Mining Lv2.5 is obtained from wearing the Excavation Hat in the Fashion Shop (149 astros), and Mining Lv3 is obtained from owning a MineBot, available through the Fashion Shop (339 astros).

Given that Lv2.5 and Lv3 are timed, premium-currency items, most people stick with Mining Lv2 and call it a day. I've left screenies so that you can find them if you want to purchase them, but they are quite expensive, and you should wait for a sale day (like Black Friday) before purchasing; and focus on getting the MineBot, since it's rechargeable.
Mining
Mining can be performed at one of three areas - the Forest Mine, Pioneer Mine, and Crystal Mine. The Pioneer Mine has no monsters, and any Forest Mine mineral can appear there. Both the Forest and Pioneer Mines can be found in the Elias Field map. The Crystal Mine has no entrance; you'll see why in its section.

The Forest Mine has many of the minerals you can use to upgrade common equipment. Not only that, the minerals are sorted by floor, and are even obtainable off the monsters, which is probably the quickest way to obtain minerals. Here's the list of minerals per floor:
Floor 1: Normal, Copper, Iron, Silver, Gold, Peridot
Floor 3: Iron, Silver, Gold, Peridot, Amethyst, Moonstone
Floor 5: Peridot, Amethyst, Moonstone, Agate, Fluorite, Topaz
Floor 6: Agate, Fluorite, Topaz, Sapphire, Emerald, Ruby
Floor 7: Sapphire, Emerald, Ruby, Diamond, Pink Diamond, Adamantite
Floor 8: Diamond, Pink Diamond, Adamantite, Mithril, Orichalcum, Alexandrite

The Crystal Mine has special minerals, and requires a Crystal Mine Ticket to get in. This is a consumable item that lasts for 30 minutes, 1 hour, or 2 hours; it will list it on the ticket. The Crystal Mine Tickets were, and may still be, farmable off the Ant Hill, which is in the Ktuka Jungle Area (Ves), and is ~Lv80. They also appear as drops in Chunsik Land (Atlantis), including the Tunnel, at ~Lv105. Additionally, the tickets can be found in Treasure Chests in random maps, though have a low drop rate. The Crystal Mine can also be used to obtain Bobbins and Leathers for the Refining, Armor, and Accessory Crafts if you have the Bobbin Collection skill, which can be purchased in any Miscellaneous shop.

The Crystal Mine, being a large map, is divided into three sections, which you can check using the minimap at the top right of your screen. Some minerals will not drop in certain sections, so make sure you know where you're mining. This list will be by mineral:
Normal: All
Copper: All
Garnet: Section 1
Spinel: Section 1 & 2
Turquoise: All
Rose Quartz: Section 2 & 3
Howlite: Section 1 & 3
Citrin: Section 1 & 2
Druzziquartz: All
Green Tourmaline: Section 2 & 3
Amber: Section 3
Pink Tourmaline: All
Opal: All

One last thing: All minerals, both Forest and Crystal Mine, are obtainable through a Guild Mine Crop. If you need a rarer mineral at a low level, I suggest finding a guild that runs crops in order to safely mine these minerals.
Digging
Digging is probably the least used skill of the three. It is used to find fashion items, bobbins, and certain items for Cooking Quests (which are available in the Tavern, Bar, or Restaurant in the major towns). Digging isn't region-based except for Cooking Quests, which will list what maps you need to dig in. Digging can be done anywhere on the map, though has a low chance of succeeding.

WARNING: Do not dig in Orca Beach, unless you have potions or warps. It may initiate a dungeon.
Fishing
In order to fish, you must go to the Rainbow Fishing Hole (the leftmost warp in Belos) and purchase and equip a Fishing Rod. Then, simply assign the Fishing skill to your action bar and use it! When you see this icon , activate the fishing skill again to reel in your catch. Note: Items fished go automatically into your inventory - make sure you have room in your Equipment, Consume, Misc, and Event tabs when fishing.

Items you can obtain directly from fishing:

Items purchaseable from the fashion shop:
Plastic Fishing Rod (7 day or 30 day) - Increases second item gain per fish by 30%
Fishing Trap - Hanui will fish for you for an hour per trap, regardless of whether you're online or not

Things to note:
The Fisherman Titles, the Fresh Tuna Hat, and the Bait items increase your yield by enabling you to catch more than one item at once. If you have them, use them while fishing!
The Dazzling Angler Box can give a Pet Coupon Box, which will give you a Lv20, 30 day pet that most likely has Autolooting. You also get Iris Stones from the Box Exchanges, and a few of the consumables in the Boxes increase your EXP gain. It may be wise to fish before a major EXP event to stock up on EXP boosters.

The drop rate is intentionally horrible on the whales and magfish. It's a kMMO, and they're the highest tier goods.

As per the Fresh Tuna Hat, I believe it's character locked. I have no way to confirm it at the moment though, as I don't actually have one.

The drop rate pots should NOT affect the quality of the goods you get, just how many times it rolls the RNG for any item in the set.

I have been using this guide, it has been helpful. Some questions though. Is the Fresh Tuna Hat from Choky character locked or account locked?

What happened to whales and magnificent fish.?In 100 hours of fishing most of it with a plastic rod, I have got exactly 1 whale and 0 magnificent. I used 30 traps and got 0 whales and 3 magnificents. Drop rate seems horrible. Also does drop rate pots affect what you get in fishing?
