This announcement in the Steam 3000 sale is like cake. Valve has been selling Steam digital gift card long before this sale.

Click the blue highlighted gamertag that's on the upper right corner, bring out the selection and click on "View My Steam Wallet", that's where the digital gift cards are located.



Though unlike psychical gift cards, the digital ones, are a bit more convenient, like one can gift one to a friend from a different state/different country.
Green Herb Lollipop Tips

This chapter consists of tiny tips on how to get better deals, even though you might be buying just one "measly" Steam card.

Target

There's rare occasions where Target puts gift cards on sale, like a buy one get 1 15% off (along with another card).

Sam's Club

Sam's Club only gives Members-only price and better deals.
