About normal types, they are weak on purpose, as stated by the devs in their AMA on r/Games on Reddit. The idea is: you start with normal type Champs/Lilliputs, and proceeds to choose an element when available. Even Ace is not that powerful compared to element Lilliputs. But, they can still do the job.
About weaker units, yeah, they can be useful, but they are easily overshadowed by higher Tier units. Still, I love doing some Claire runs. I wish I could have her available more often. I just love the energy she emanates. lol
I'd like to add that some of the normal type units and other weak 1 star units can have their uses. Like the big stone wall can push enemies into a wall before you start your combo, the lance unit can give you a dash and push enemies, or some units can quickly make you land on the ground if you're using an uppercut type team. I even sometimes use the teddy bear to keep my combo higher.
Some units I can't really find uses for but I do sometimes like to use the weakest ones in order to challenge myself and see how far I can go. You can really customize your runs and play however you'd like. Sometimes you want a challenge and sometimes you want to destroy a boss with one burst.
