If you're like me and encounter the problem where your character animations are butter smooth but panning the camera makes the surrounding a broken mess, then maybe I have the remedy for you.

How to do it
In your GPU control panel, set FPS limit to 60. After that, deactivate Divinity II's own in-game FPS limit by sliding it to the left.

That's it. Unfortunately, this will not completely remove the jittery camera, but it will hopefully make the experience less painful.

To entirely get rid of this issue, you have to set the limit to 30, but my eyes have been spoiled. If you are okay with it, then go ahead.

Good news, everyone! There's a patch that fixes the stutter along with a bunch of other quality of life improvements! No need to lock your frame-rate either. Enjoy buttery smooth gameplay with virtually zero installation effort. All credit goes to the creator, I had nothing to do with it lol

I hope someday the developer'll go back and fix this for real, because I admit this is just a temporary workaround. Such a wasted potential!

I hope everyone else gets it working. I almost gave up before I fixed this issue...I'm so glad I didn't. Great game : )

I disable trilinear optimization and threaded optimization in Nvidia Control Panel. And then set FPS to 55 and it worked!!!!
I had almost given up because of the migraines I was getting. Just as you said, buttery smooth player character animations, but the world was chugging at like 30 fps whenever in motion.
