Step number 1
...is basically just follow what this guy says https://www.reddit.com/r/StreetsofRage/comments/gb6qb2/how_to_extract_music_and_sound_effects_from/

The end result is that more or less, somewhere in your pc, you should have 3 billion .ogg files alongside the 3 billion .wem files that come with the game
for now leave it at that. We are gonna use those 3 billion files for step number 4.
Step number 2
you are gonna want to copy this link to your browser (at the end of the link remove the *)
https://drive.google.com/uc?id=1dVWVBtFSgm80HwAnPwXsmyH8OVuGJo4q&export=downloa*d

do the setup. Ignore whatever dumb antivirus warning you got or anything that says that its only for wwe 2k22 because thats ♥♥♥♥♥♥♥♥
also it might prompt you to install wwise, I dont have a screenshot for it BUT there should be a colored install button near the bottom, click it and when the download completes close the window.
after you done the setup go to wherever you installed sound editor 2022
now click the .exe
it should look like this (or alteast mine does)
ok now click the "settings" button near the top, when you do it should look something like this
just click the three dots near "WEM-Export Directory" and choose where to save your wems then click save

Step number 3
click the "Tools" button near the top
below the "Tools" button there should be a lot of buttons but we only care about "Sound-Converter"
when you click it should look like this
you want to click the 3 dots near the top
it should prompt you to choose any .mp3 or .wav file in your pc
c h o o s e
then click "Convert" at the bottom.
it should look something like this (with the file name of that really good song you put replacing the guides example)
Now all you need to do is wait for it to finish. when it does a popup should appear telling you something along the lines of "your files have been succesfully converted" close that popup and afterwards head towards whatever place you chose to save your wems in step number 2 to hopefully find a .wem copy of that mp3/wav you like.
Step number 4
This is the part where you suffer since you have to listen to the 3 billion .ogg files to find the one you want to replace since their names are all gibberish so you have to listen to the few seconds of each one to find out what random number was assigned to that song you dislike in the original game.
Thankfully I did some of that suffering myself

753538690 - "Main Theme"
867819898 - "Character select"
665606480 - "They're Back"
500469830 - "The Streets" (for some reason music switches to another (unknown to me) track when the miniboss appears)
831005051 - "Overflow"
278696140 - "Comissioner"
602939923 - "Ti un fou" (when the gate opens it switches to another (unknown to me) track, also atleast in my case the song only plays partially for example if you put a song thats 3:06 then ingame it only plays for 40 seconds or so and then loops back to the beginning)
529414690 - "Mr. Y"

If you found songs that arent in this list comment what song it was and what gibberish number it was assigned to so that I add it to the guide.

to suffer less I reccomend googling a playlist containing the full ost so that its a little easier finding that song you want to replace
I use this one
https://www.youtube.com/playlist?list=PLePCY6yKDlMrcvBtSXMTtzraf-zvSeR0y
It has less than 100 songs compared to the 494 .wem files in the data folder
but its better than nothing

after finding all your lucky numbers all you need to do is copy that gibberish file name and replace the name of that mp3/wav that if you did everything correctly should be a .wem file and change its name to that gibberish file name you just copied. example:
becomes
now it replaces the main menu theme

now just go to data and (in my case) replace the original 753538690.wem with the modded 753538690.wem
when you move the file to data it should tell you replace, do so and play the game to hopefully find and hear that beautiful song you inserted into the game
